Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role

SES Project and Capability Development delivers on the QFES organisational priorities and objectives, providing management of SES governance and capability functions, and implementation of new projects and initiatives. This is achieved through the provision of business support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii).

Reporting to the Executive Manager, you will be responsible for managing the design, development and implementation of the SES Community Educator training package to be utilised by SES Volunteers. You will provide expert advice for the successful development and introduction of the SES Community Educator training packages and resources, including coordinating train the trainer programs to ensure continuous improvement of SES operations and capability. You will work closely with key stakeholders and SES volunteers to ensure strategic projects meet organisational requirements, and SES service delivery.

Key requirements

Highly desirable requirements
- Knowledge and experience or qualifications in training and assessment, education and/or community engagement activities.
- Experience working in an inter-agency/multi-agency or volunteer organisation.

Special requirements
- The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
- Capacity to work at night and weekends to suit an SES volunteer environment.

Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

- Lead and manage the design, implementation and review of SES Community Educator training package, initiatives, and associated resources to support changing community and environmental needs.
- Identify and analyse training and development needs, relating to community educator training, and train the trainer programs to ensure best practice frameworks and guidelines support SES capability requirements.
- Develop and implement clear, concise and definitive educational training materials to ensure integrated and innovative learning products meet project deliverables within agreed timeframes.
- Monitor the effectiveness of the SES Community Educator training package, resources, initiatives and campaigns, and present project status reports in achieving planned outcomes within the community.
- Prepare and review high-level correspondence, reports, submissions and communication on a broad range of education and training issues, and opportunities, in accordance with departmental requirements.
- Develop and maintain effective working relationships with internal and external stakeholders to promote project processes, and ensure the design and evaluation of training programs meets industry, service and community needs.
- Represent the department on high level meetings and working groups relating training delivery and resources to ensure a consistant approach to meet SES capabilities and community safety initiatives.
