THE ROLE
This is an exciting opportunity to work as part of a branch with a mandate to enable Victorians using homelessness and social housing services access to contemporary, professional, high quality and effective responses that meet their needs. Reporting to the Director of Housing Client Pathways and Outcomes, the Manager is responsible for leading a small, newly formed, dynamic fast-paced team that leads and oversees the delivery of Homes Victoria's public housing improvement plan and reform agenda to make public housing better for renters. The team will also be responsible for building and implementing frameworks, systems and processes to improve the delivery of public housing services.
The Manager Reform and Improvement will work with teams across Homes Victoria and the Department of Families, Fairness and Housing to:

- Drive improvements in the way housing services are delivered
- Support policy teams, project areas and the frontline workforce to deliver the reform agenda
- Build the organisation's change management capabilities.

You will collaborate with stakeholders across government, most importantly renters, service users and front-line staff to ensure the reform agenda and continuous service delivery meet the needs of diverse public housing communities.
There are currently a number of reforms and important streams of work underway across Homes Victoria (HV) and in our operations within the Community Operations and Practice Leadership Division (COPL). You will lead the development of the Public Housing Improvement Plan and work with all the various reforms stream owners across Homes Victoria and COPL to improve how we manage and deliver our housing services for renters. You will also be responsible for supporting the Public Housing Stewardship Group to oversee both the reform and improvement agenda and the day-to-day management of the public housing system. In addition to supporting the design and implementation of the improvement plan, you will work across Homes Victoria and housing operations to embed a culture of continuous improvement to drive sustained quality service delivery and stewardship of Victoria's social housing system.

ACCOUNTABILITIES INCLUDE
- Facilitate the development and delivery of the public housing reform and improvement agenda through effective relationships across Homes Victoria and COPL.
- Provide a critical interface and central coordination point for the partnership approach to delivering housing services across Homes Victoria and COPL.
- Develop a change management approach the ensures Homes Victoria and COPL are equipped to deliver reforms and implement frameworks, systems and processes to improve the delivery of public housing services in partnership with COPL.
