**Description**:
To provide operational direction to the Targeted Earlier Intervention and Youth Frontiers programs to ensure optimum customer service, leadership, cost-effectiveness and quality outcomes for our clients.
Promote the values of CORE to empower clients with independence, participation, self-determination and fulfilment and dignity, whilst upholding the rights of children.
Provide exemplary leadership, supervision, support and mentoring to the Targeted Earlier Intervention and the Youth Frontiers team, enabling the delivery of consumer driven service delivery in accordance with organisational strategy, values and service principles whilst meeting our legislative obligations and funding requirements.
The Team Leader will be responsible for managing the delivery of the program objectives, facilitating the work of the staff under both contracts, ensuring compliance with DCJ contractual obligations. This includes future planning community events and presentations. The role is responsible for recruiting and screening suitable mentors and mentees under the Youth Frontiers program, as well as overseeing programs, activities and events under both programs. Responsible for managing and coordinating day to day operations for each program. All work undertaken will reflect CORE Community Services Mission and Values.
**Responsibilities Include**:
- Assist the Early Intervention Manager in the coordination and supervision of the Targeted Earlier Intervention Program and Youth Frontiers programs including all referrals, assessments, case planning and reviews.
- Provide leadership supervision and support to create and maintain a high-performance culture. Provide Case Workers, Program Coordinators and Mentors timely advice, support and information based on best practice, risk management, practice guidelines and CORE Policy and Procedures.
- Share expert, quality and responsive case management advice and guidance, develop skills and knowledge that builds capacity within the program frameworks
- In line with the TEI and Youth Frontier's Funding Agreement & Outcomes Framework, monitor and evaluate service delivery, including but not limited to, regular internal audits of client files and services.
- Coordinate mentors with screening and matching to clients in line with contract KPIs.
- Ensure that mentors receive appropriate training and support in best practices client management.
- Manage key resources - including monitoring program expenditure and staffing and clients to ensure optimal service delivery
- Responsible for the performance of the Targeted Earlier Intervention and Youth Frontiers programs against the Agreement for Funding of Services - Schedule, ensuring that all team members comply with documentation, and statistical data reporting requirements.
- Contribute to the development, monitoring and review of policies and procedures pertaining to client care and quality services.
- Participate in accreditation standards and practices activities with the Program Support Manager.
- In conjunction with the TEI Manager, assess new referrals and allocate suitable clients to the Case Workers
- Actively marketing and promoting CORE, Targeted Earlier Intervention and the Youth Frontiers programs to new prospective participants and service providers. Including establishing partnerships with other service providers (eg. other NGO's, health, education) and agencies who support vulnerable children and families in our service LGA's.

- Relevant degree qualifications in community service management or equivalent
- Demonstrated experience in leading a team and service/ project co-ordination in a community setting including:
- Priority setting, problem solving skills, skills in implementing agreed plans and strategies, monitoring outcomes, supervising staff and team building, reporting
- Awareness of child protection issues, with the capacity to identify levels of risk requiring statutory child protection intervention.
- Knowledge of the Children and Young Persons (Care and Protection) Act 1998
- Superior case management skills and previous experience in a similar role
Proven knowledge of the Targeted Earlier Intervention framework and other relevant legislation.
- Drivers Licence
Strong communication, customer service, negotiation and influencing skills
Excellent ability to connect and build rapport with multiple stakeholders
