Brisbane, Queensland, Australia OnTalent Pty Ltd Full time $120,000 - $180,000 per year

About the Organisation

Resources Safety and Health Queensland (RSHQ) is an independent statutory authority dedicated to protecting and promoting the safety and health of workers across Queensland's resources sector. RSHQ regulates the mining, quarrying, petroleum and gas, and explosives industries, operating under several key legislative frameworks including the Resources Safety and Health Queensland Act 2020, Coal Mining Safety and Health Act 1999, Mining and Quarrying Safety and Health Act 1999, Explosives Act 1999, and Petroleum and Gas (Production and Safety) Act 2004.

RSHQ's vision is for a zero serious harm resources sector for Queensland. With a workforce of approximately 400 professionals drawn from both government and industry backgrounds, RSHQ plays a critical role in ensuring the safety and health of those working in Queensland's resources sector.

About the Role

Reporting to the Chief Operations Officer, the Director, People and Culture, leads RSHQ's people and culture strategy and oversees the delivery of all human resource and wellbeing functions. Overseeing two key teams, this role provides leadership across functions including recruitment, employee relations, wellbeing, workforce planning and performance.

The broad remit of this position combines strategic vision with practical delivery. You'll have the opportunity to shape the people and culture function, strengthen systems and processes, and embed more effective ways of working to ensure ongoing capability improvements and enhance service delivery across the organisation.

Your leadership will centre on the following key priorities:

  • Developing and embedding a cohesive people and culture strategy that unites the function under a common vision and enhances organisational clarity and performance.
  • Driving efficiency and ongoing improvements for human resource operations across the lifecycle of RSHQ employees, from recruitment and induction through to exiting the agency.
  • Providing balanced and pragmatic industrial relations advice, with the ability to triage complex matters and effectively engage specialised support when required, both internal and external, to ensure effective case management of matters.
  • Driving collaboration and building team capability to ensure the human resource functions can be effectively delivered within a rapidly changing and high-volume service environment.
  • Strengthening collaboration with the executive leadership team to drive the delivery of consistent, compliant and people-centred outcomes.

About You

You are an experienced people and culture leader who thrives on balancing strategic influence with operational delivery. Your background demonstrates strong generalist human resource and industrial relations capability, ideally gained within the Queensland public sector or a similar complex, multi-stakeholder environment.

You are adept at providing strategic advisory support at the executive level and enjoy building team capability and cohesion. You combine strong leadership and interpersonal skills with the ability to navigate employee relations matters and deliver pragmatic, solution-focused outcomes.

What we love about this opportunity

This exceptional opportunity will allow the incumbent to make their mark and drive meaningful transformation within an engaged and supportive executive environment. You will have the autonomy to shape a high-performing HR function, modernise processes, and influence strategic outcomes across the organisation.
