Pre-Contracts Manager – Civil & Utilities Infrastructure

Location: New South Wales

Salary: $250K – $300K Super Bonus (Depending on Experience)

Employment Type: Full-Time

Are you a commercial leader with deep expertise in civil and utilities infrastructure? Our client is seeking a highly experienced Pre-Contracts Manager to join their senior leadership team in New South Wales. This is a critical role focused on driving successful project acquisition, from early client engagement through to bid strategy and commercial alignment.

This position offers the opportunity to lead high-level commercial planning and play a central role in securing landmark infrastructure projects across the region.

Key Responsibilities:

  • ⁠Oversee the entire pre-contracts process, from early client engagement to contract award

  • ⁠Develop and implement bid strategies aligned with company capabilities and commercial goals

  • ⁠Lead the preparation of high-quality proposals and tenders in collaboration with technical and estimating teams

  • ⁠Provide commercial guidance, risk analysis, and input into pricing and contract terms

  • ⁠Build and maintain strong relationships with clients, partners, consultants, and key stakeholders

  • Monitor market trends and competitor positioning to inform future opportunities

What We're Looking For:

  • ⁠Minimum 6 years of experience in civil and utilities infrastructure projects in Australia, with a strong commercial or contracts background and 10 years civil engineering experience

  • ⁠Proven ability to manage complex pre-contracts, bids, and tendering processes

  • ⁠Deep understanding of procurement models, risk management, and commercial strategy

  • ⁠Strong industry network within the Australia civil and utilities infrastructure sector

  • Excellent communication, negotiation, and leadership skills

  • ⁠Engineering, construction management or commercial degree preferred
