About the role and team
We are seeking an experienced Team Lead to join the Functional Testing team. This role is part of the Payments Settlements department, Business Services Group. Business Services Group is responsible for the provision of banking and payments services to Australian Government agencies, the provision of payment settlement services to Australian financial system participants through the Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service (FSS), the conduct of Exchange Settlement Accounts and the production and issuance of Australian banknotes.

Key Objectives
- Lead functional testing across key systems (FSS, SOCS, Sterling UI), ensuring high-quality delivery aligned with business requirements.
- Oversee testing of mission-critical Payment Settlements systems, ensuring coverage, reliability, and risk alignment.
- Manage and mentor a team of testers, fostering a culture of excellence, accountability, and continuous improvement.
- Drive enhancements in testing practices, tools, and frameworks to uplift process maturity.
- Ensure testing strategies align with project timelines, quality standards, and business goals.
- Champion risk-based testing, prioritising critical business scenarios.
- Collaborate with cross-functional teams to embed a quality-first mindset and improve functional outcomes.
- Oversee test planning, execution, defect management, and reporting.
- Provide second-level support to business teams through effective handover and documentation.
- Support your manager in a variety of strategic, managerial and day to day tasks that include heavy coordination and maintaining strong relationships with business stakeholders, project delivery team and other project/BAU teams.
About you
- Proven leadership in delivering successful functional testing for large-scale, complex data migration and transformation projects.
- Extensive experience in defining and executing functional test strategies aligned to project requirements.
- Strong track record in leading functional testing across mission-critical systems, particularly within payments and settlements environments.
- Demonstrated success in implementing testing frameworks, tools, and process improvements to uplift capability and maturity.
- Experience in financial services or banking; knowledge of payments and settlement systems is highly desirable.
- Minimum 10 years' experience in functional testing, including at least 5 years in a leadership or team lead role.
- Skilled in maintaining and enforcing testing standards, practices, and governance across teams and projects.
- Familiarity with Agile and Waterfall delivery models, with practical experience in applying testing methodologies.
- Proficient in test management tools such as JIRA and QMetry.
- Strong stakeholder engagement and communication skills, with a history of building trusted relationships across delivery teams.
- Ability to coach and develop high-performing teams, fostering a culture of quality and continuous improvement.
Qualifications
- Tertiary qualifications in Information Technology, Business, Finance, or a related discipline.
- ISTQB Advance Level or equivalent test certifications.
