About the role
National Parks and Wildlife Service (NPWS) has a unique opportunity for a Project Officer to work as part of the Telecommunications Easements & Access team and contribute towards the conservation of the natural environment, flora, fauna and Aboriginal heritage.
We are looking for a highly motivated individual with the initiative, ability and desire to work in a small, dynamic team focused on improving efficiency and achieving agreed outcomes. This role supports the Access, Utilities and Infrastructure Unit and Operations Branches across the state.
About You
Your strong attention to detail and proficiency in project management will be key to your success in this role. To be successful in the role, you will have:
- experience in working with government agencies and a broad cross-section of other organisations, including but not limited to telecommunications and utilities providers, and private landowners
- experience in providing accurate and timely advice and information to stakeholders on emerging project issues to support project delivery in line with established plans, timeframes, policy and environmental objectives and other priorities.
Previous experience in negotiating and administering property agreements (licensing of land for access, use and occupation and/ the grant of easements) to deliver projects that benefit community, culture or the environment will be highly regarded.
Some of the key accountabilities include:
- Providing high level utilities, access, licencing, easement and commercial property management analysis, advice and support to the Access, Utilities and Infrastructure Unit and the Property Lease Management Unit. in consultation with the North Coast Branch, specifically related to matters within the Great Koala National Park.
- Managing of existing, and drafting and negotiation of new, property contracts in environmentally and politically sensitive environment, including experience in working with the Retail Leases Act 1994, Residential Tenancies Act 2010, Telecommunications Act 1997, Electricity Supply Act 1995, National Parks and Wildlife Act 1974, Conveyancing Act 1919 and Real Property Act 1900.
- Identifying and resolving issues on utilities, access, licencing, easements and commercial property matters through effective research and consultation including compliance, contract audit and dispute resolution.
- Developing, implementing and continual review of processes and templates to ensure consistent, competitive, efficient and effective management of the utilities, access, licencing and easements portfolio.
Essential requirements
- Appropriate tertiary qualifications and/or equivalent relevant working experience in project management.
- Experience in development and delivery of projects, including the development of project plans, monitoring of project timelines, budgets and reporting requirements, and contract administration
