The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 1 Agile Project Manager within Library Collections and Systems.

The Agile Project Manager (PEL1) role sits within the Library Collections and Systems Branch, delivering critical digital systems and innovative projects for the Parliamentary Library.

You will lead ICT and Library projects, manage Agile delivery using Azure DevOps, and support adoption and continuous improvement of Agile practices in the Library. You will manage projects from initiation to completion, ensuring timelines, budgets, and deliverables are met. You will oversee sprint cycles and Agile workflows, driving collaboration and continuous improvement across teams. You will build productive relationships with internal teams, external vendors, and parliamentary departments to keep projects aligned and successful.

Who we are looking for

We are seeking an experienced Project Manager with a strong background in delivering complex ICT and/or Library projects. You will be confident managing multiple streams of work with competing priorities, using Agile methodologies. You will be an effective communicator and facilitator, capable of engaging with a wide range of stakeholders and vendors and experienced in navigating government procurement processes. Importantly, you will bring a collaborative mindset and a passion for Agile coaching, supporting teams and stakeholders to adopt and mature Agile practices across the library.

Job Specific Requirements:

  • Certifications and experience using AgilePM, Agile Scrum, Prince2 Agile, Prince2 or other industry standard frameworks/methodologies.
  • Experience using Azure DevOps or equivalent platforms for Agile project delivery
  • The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement

Classification: Parliamentary Executive Level 1

Branch: Library Collections and Systems

Section: Library Systems, Projects & Innovation

Immediate supervisor: Director Library Systems, Projects and Innovation

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

  1. Lead and manage one or more ICT or Library projects that contribute to the Parliamentary Library's work plan in accordance with processes and standards for project management including:

a. Project start-up activities such as requirements gathering, business case development and forecasting.

b. Project in-flight activities such as work package, reporting and coordinating changes to project budget, scope and schedule.

c. Engage with suppliers and stakeholders to establish and maintain strong relationships.

d.Manage project closure activities.

  1. Implement and manage Agile delivery practices using Azure DevOps including:

a. Set up and maintain Azure DevOps Boards to support agile delivery, including configuring work item types, workflows, and custom fields to suit project and team needs.

b. Lead ongoing improvements in application of Agile methodologies across multiple projects.

c. Establish and manage product backlogs, ensuring items are well-defined and prioritised.

d. Plan and facilitate sprint cycles, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.

e. Monitor and report on sprint progress, velocity, and burndown using Azure DevOps dashboards and analytics to inform decision-making and continuous improvement.

f. Provide coaching and support to team members and stakeholders on agile principles, Azure DevOps usage, and best practices.

  1. Undertake procurement activities with the support of the DPS procurement team, including:

a. Gathering industry advice.

b. Identifying and managing risks.

c. Determining the appropriate procurement method.

d. Approaching the market.

e. Evaluating responses.

f. Contract negotiation.

g. Contract management.

  1. Facilitate project meetings comprising vendors, clients and stakeholders from across various sections of the Library, ICT and other Parliamentary departments.

  2. Other duties as directed, to support the corporate activities of the Branch.

Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Selection Criteria
  1. Demonstrated experience managing complex library and/or ICT projects involving vendors, subject matter experts and technical specialists from initiation through to closure.

  2. Proven ability to implement and manage Agile delivery practices, including setting up and maintaining Azure DevOps Boards, managing product backlogs and sprint cycles and monitoring progress.

  3. Experience in Agile coaching, supporting adoption of Agile ways of working and mentoring team members and stakeholders in applying Agile principles and practices.

  4. Experience breaking down project objectives into measurable work packages to create, accurately forecast and track progress against schedule, scope and cost including using tools such as Azure DevOps or similar.

  5. Strong facilitation skills, with experience leading project meetings with vendors, internal and external stakeholders both in person and online.

  6. Experience in supplier and stakeholder engagement with a history of developing and maintaining productive working relationships.

  7. Experience undertaking government procurement activities including open tenders and panel engagements.

  8. Eligible qualifications and/or other requirements:

a. Certifications and experience using AgilePM, Agile Scrum, Prince2 Agile, Prince2 or other industry standard frameworks/methodologies.

b. Experience using Azure DevOps or equivalent platforms for Agile project delivery

Conditions of Employment

  • Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.

  • Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
