Project Engineer

Organisational Context
east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla, and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty, and Myrtleford.
Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives
The Project Engineer:
- Contributes to the organisation's capital investment decisions for infrastructure including asset planning, asset
reliability and optimisation. Investment decisions will address the current and future servicing needs and challenges
of our region, including climate change, growth, resilience, and adaptation.
- Provides engineering related advice to the Corporation so that it can make informed decision regarding urban
water and wastewater needs.
- Leads the delivery of projects within the Capital Program through all aspects of the Project Management
Framework.
- Contributes to the development of the organisation's technical specification and engineering standards.
Key Responsibility Areas
- Developing the Corporation's capital infrastructure projects in accordance with required regulatory frameworks,
standards, guidelines, codes of practice, procedures, and review processes.
- Ensuring the Capital Program remains informed by liaising and reporting project time, resourcing, and cost
variances through periodic review processes.
- Monitoring and reporting the financial performance of projects within the Capital Program.
- Undertaking project management activities including new infrastructure, major asset refurbishment and renewals
with systematic and documented planning, definition, design, implementation, commissioning, verification, and
start-up (CVS).
- Supporting the development and delivery of the Capital Program budgets.
- Obtaining resources, including teams of multi-disciplinary professionals, to achieve organisation infrastructure
requirements, and managing resources and specialist groups of multi-disciplinary professionals to deliver the
projects within the Capital Program.
- Leading community and stakeholder consultation in the delivery of capital projects.
- Providing accurate and current internal and external reporting when required.
- Preparing procurement documentation.
- Evaluating tender responses for conformity against defined requirements.
- Administrating contracts and acting in the role of the Superintendent's Representative.
- Responsible for the development, currency, accuracy, and timing of infrastructure planning to inform the
Corporation's capital investment program.
- Leading discussion with regulatory authorities to ensure alignment of both the Corporation's and Council's growth
projections and precinct service strategies.
- Delivering short, medium, and long-term plans to support the delivery of the Capital Investment Program.
- Developing technical specifications, engineering standards and contract requirements for capital projects.
- Maintaining project and engineering governance while liaising with a broad range of stakeholders to ensure
alignment between stakeholder needs and delivered infrastructure functionality.
- Reviewing and accepting design documentation on behalf of the Corporation.
Organisational Relationships
This role reports to the Team Leader Capital Delivery (West) and liaises with all stakeholders as required.
Accountability and Extent of Authority
- Authority to act under Senior Engineer delegated authority within
Schedule 1 – Water Act 1989, Schedule 2 – Legislation, Regulation and Other Instruments, and Schedule 3 –
Financial Authority Delegations.
- Accountable to the Team Leader Capital Delivery (West) and required to fulfill the objectives of the position and
manage resources to ensure the attainment of objectives independent of direct management supervision.
Accountable for the timely, effective, and compliant provision of capital delivery.
Authorised to make decisions in accordance with the Corporation's policies, budget, objectives, and legislative
requirements.
- Represent the organisation on external working groups, committees, community reference groups. You will be
required to convey accurate information, to analyse information, debate on points of relevance to the area of
expertise as directed.
Judgement and Decision Making
- Where methods, procedures and processes lack definition the incumbent is expected to contribute to
their development and adaption. Identify and analyse an unspecific range of options before a decision
can be made.
- Identify and develop policy options for consideration and decision by your manager.
- Use sound judgement when dealing with the public, contractors, consultants, and other organisations.
- Provide advice and solve problems with the application of professional engineering knowledge, skills and
experience relating to the position.
- Understand budgets and act within delegation.
- At times the role will be required to make instantaneous decisions relevant to engineering projects. A high degree
of independence and ability to assess several alternative courses of action and recommend or implement a
preferred option is required.
- Identify and analyse an unspecific range of infrastructure options and respond to emerging risks as required.
- Ensure decisions are made in accordance with contractual and Public Construction requirements when acting in the
role of the Superintendent's Representative.
- Ensure ethics underpins and defines the values and principles that shape the decisions made.
- Ensure strategic plans and capital programs are informed by robust engineering analysis, system performance,
population growth modelling impacts, development front demand projections, customer outcomes, stakeholder
input and other relevant variables.
Specialist skills and knowledge
- Extensive knowledge and proficiency in water and wastewater systems.
- Working knowledge of engineering principles and practices.
- Ability to utilise systematic analysis and evaluation of infrastructure problems to translate stakeholder needs into
engineering design parameters and specifications suitable for public construction procurement.
- Demonstrated high level of knowledge in project management and delivery of infrastructure projects.
- An understanding of long-term goals of the organisation and of the political context in which it operates.
- Proficiency in the use of the organisation's operating systems.
- Well-developed analytical and investigative skills.
- Ability to produce professional correspondence, reports, presentations, and other documents as required.
- An understanding of the organisations budgeting and accounting procedures and processes.
- Sound knowledge of construction practices, regulations, contracts, and standards.
- Knowledge of relevant legislation and regulatory requirements, and WH&S requirements.
- Ability to read construction plans and specifications and develop design plans and specifications for tendering.

Qualifications and Experience
- A tertiary qualification recognised by Engineers Australia in an engineering discipline relevant to the role (civil,
mechanical, environmental, or chemical).
- Demonstrated experience in management of consultancy and constructions contracts.
- Demonstrated experience in project management, project delivery and project oversight.
- Knowledge of infrastructure assets in water and wastewater systems.
- Sound understanding of asset management principles, with well-developed analytical and decision-making skills.
