Organisational Context

east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,

Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most

towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,

Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the

Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in

innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives

The Development / Test Lead:

  • Leads application development.

  • Plays a critical role in adding and maintaining integrations.

  • Leads testing for changes in our environment.

  • Supports business as usual applications and services.

Key Responsibility Areas

  • Supporting the ongoing development of our

  • Developing solutions to respond to changing business requirements.

  • Developing workflows to optimise productivity.

  • Developing Test Plans for major changes to our environment.

  • Documenting work practices relating to the execution of development/testing.

  • Documenting test cases.

  • Collaborating with testing resources to execute tests and report on progress.

  • Application development, configuration and upgrades.

  • Application integration between critical systems.

Organisational Relationships

This role reports to the Manager Information Technology and Digital Assets and liaises with all internal stakeholders, peers

in water corporations or local government, government agencies and members of the public.

Accountability and Extent of Authority

  • This role is charged with the responsibility of making decisions in relation to their work in development

and testing, in collaboration with the Manager Information Technology and Digital Assets.

  • Freedom to act is set by policies and objectives. Decisions and actions taken may have a substantial

impact on the projects or programs being managed, including the quality of testing and implementation

of new software.

  • Providing specialist advice for project boards and system administrators.

Judgement and Decision Making

  • Contribute to project team decisions relating to the test readiness of new systems.

  • Contribute to platform decisions when implementing new systems.

  • Ability to problem solve, manage time effectively and prioritise testing functions. Guidance is not always available

within the organisation.

Specialist skills and knowledge

  • Ability to design Jira projects to support application development and report on outcomes.

  • Ability to work across a blend of project methodologies.

  • Build tests cases in test software/services i.e. Atlassian X-ray.

  • Development skills across several languages i.e. html/CSS, JavaScript, XML etc.

  • Strong skills in Microsoft Office, and Microsoft Online Services.

  • Experience in a sophisticated Microsoft environment (i.e. Windows desktop/Server/Active Directory etc).

  • Understanding of how to implement secure solutions (i.e. authentication, HTTPS etc).

  • Understanding of Web APIs.

  • Strong analytical, investigative and problem-solving skills.

  • Demonstrated diagnostic skills and ability to solve complex problems.

  • Ability to be resourceful when resolving issues.

  • Ability to present to/train staff on technical solutions where required.

Management Skills

  • Ability to prioritise work tasks in accordance with priorities determined by the team, despite conflicting pressures.

  • Ability to manage time and set priorities to achieve set objectives.

  • Collaborating with other teams regarding resources available and results tracking.

  • Ability to understand adhere to organisation policies.

  • Ability to work as part of a team to deliver project outcomes.

  • Ability to present to technical information to a variety of audiences.

Qualifications and Experience

  • A relevant degree or diploma qualification with several years of relevant experience, 0r a lesser formal qualification

with extensive relevant experience.
