Team Leader Infrastructure Strategy & Liveability

Organisational Context

east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,

Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most

towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,

Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the

Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in

innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

requirements for each town in our region experiencing growth, to inform major infrastructure investments required now

Position Objectives

The Team Leader Infrastructure Strategy & Liveability:

  • Plays a leadership role in addressing the Corporation's strategic challenges, driving transformation, leveraging

opportunity and managing risk.

  • Aligns strategies and plans across the business across a range of topics such as urban water security, environment,

land use, climate change, circular economy, integrated water management (IWM), liveability, infrastructure

planning, and strategic partnerships to ensure the organisation's strategic objectives are being met.

  • Oversees and leads development, maintenance and reporting on key corporation strategy and planning documents

including the Urban Water Strategy, Strategic Land Use Plan and implementation of Corporate Strategy 2040.

  • Manages a team working on infrastructure strategy, IWM and liveability.

Key Responsibility Areas

  • Providing management, leadership and development for the team to create a positive culture and ensure high-

quality, timely delivery of work.

  • Leading coordination of strategy and planning activities across the business to ensure alignment and delivery of the

Corporation's strategic commitments, regulatory, policy and other requirements.

  • Ensuring the Corporation's strategy aligns with and appropriately delivers on the broader industry strategic drivers

and policies, such as Water for Victoria and Water is Life.

  • Supporting staff within the team to lead, develop and deliver selected strategies and plans within the team

including the Corporate Strategy 2040, Urban Water Strategy, Integrated Water Management plans and the

Strategic Land Use Plan.

  • Integrating the team's activities to ensure a cohesive package of work that delivers not only the team's objectives

but also that of the Planning and Infrastructure Group and the Corporation.

  • Monitoring and report on progress of strategies and plans to audiences including the executive, Board and the

public.

  • Establishing and maintaining relationships with local government, state government, water authorities, catchment

management authorities, Traditional Owners and other relevant water sector and regional organisations to stay

abreast of issues, approaches and industry trends, to promote the Corporation's interests and ensure the

Corporation's strategic advice aligns with the external context.

  • Providing technical expertise and advice on strategic planning matters to support the delivery of other business

activities, such as long-term infrastructure planning and the development of the price submission to the Essential

Services Commission.

Organisational Relationships

This role reports to the Manager Infrastructure Strategy & Planning and liaises with all internal stakeholders, peers in water

corporations and local government, government agencies, Traditional Owners and members of the public.

Accountability and Extent of Authority

  • The incumbent is required to fulfill the objectives of the position and supervise staff to ensure the attainment of

objectives independent of direct management supervision.

  • Authority delegated under Section 111 of the Water Act 1989 includes, but is not limited to:

o Expenditure in accordance with approved budgets

o Signing and generation of documents

o Management of staff.

  • As directed the Team Leader Infrastructure Strategy & Liveability will represent the Manager Infrastructure Strategy

& Planning on external working groups, committees etc. while undertaking the position's duties and as requested

in doing so the incumbent will be required to convey accurate information, to analyse information, debate on

points of relevance to the Corporation and make appropriate decisions while engaged in these associations.

Judgement and Decision Making

  • Ability to exercise a considerable degree of independence in fulfilling the requirements of the position within the

bounds of Corporation policy and procedures.

  • Required to use judgement and make decisions in relation to all facets of technical, strategic, research and analysis

work.

  • Using appropriate guidelines and procedures solve problems of a complex nature, decide on alternative options,

and provide recommendations.

  • Required to assess community and stakeholder expectations and integrate appropriate issues into evaluation and

decision-making processes.

  • At times the Team Leader Infrastructure Strategy & Liveability will be required to make instantaneous decisions on

issues relevant to projects. In these instances, a high degree of independence and the ability to quickly assess

several alternative courses of action and recommend / implement a preferred option is expected.

Specialist skills and knowledge

  • Demonstrated experience in strategy and planning.

  • High level of understanding of water and wastewater issues, requirements, and emerging trends.

  • Demonstrated program planning and project management skills and the ability to organise and use resources in a

cost-effective manner.

  • Financial and budget management, forecasting and tracking, to organise and use resources in a cost-effective

manner.

  • Familiarity with the Water Act 1989.

  • Demonstrated ability to lead collaboratively and build and sustain a supportive team environment, promptly and

sensitively addressing issues relating to performance.

Qualifications and Experience

  • Tertiary or postgraduate qualifications in Engineering, Science, Geography, Public Policy, Social Sciences or similar.

  • Extensive experience in strategic planning and analysis.

  • Demonstrated experience in program management and project management.
