Primary objective
The Chief Financial Officer is a key member of the executive leadership team, providing leadership and oversight of financial strategy and
operations across the agency and the two government business divisions, Data Centre Services and NT Fleet.
Key duties and responsibilities
1. Provide professional, timely and accurate advice to the Chief Executive, Deputy Chief Executives, senior directors, and other key
stakeholders on financial strategy and existing and emerging financial risks to support strategic decision-making and responses.
- Drive a performance oriented and continuous improvement culture to sustain strong financial stewardship and governance of budget
to meet strategic priorities and ensure the agency meets revenue and/or expenditure targets and compliance obligations.
3. Shape the strategic direction of the agency's financial framework including oversight of compliance, agency policies, practices and
standards to assure integrity and long-term financial sustainability of the agency's total operations.
4. Provide executive direction and professional leadership to the team and implement strategies to develop a high performing team with
capability, financial literacy and capacity to deliver effective financial advice and services to meet the agency's needs now and into the
future.
- Provide effective strategic and operational leadership to the allocation of financial resources in line with strategic objectives and
implement data informed pricing models for the agency and the government business divisions.
- Drive efficiencies and provide advice in relation to digital and data proficiency through the use of optimised digital tools, data
accessibility and modernised financial systems to enhance the future sustainability and efficient use of financial resources.
Selection criteria
Essential
1. Extensive technical knowledge and experience in accounting and statutory reporting, budgeting and analysis, finance operations and
systems, financial strategy, audit, compliance and governance.
- High level of strategic thinking and forward planning capability to provide financial planning advice and strategic financial direction to
executive leaders.
3. Strong understanding of public sector frameworks, accountability requirements and policies.
4. Demonstrated capability to identify and manage financial risks, ensuring that the agency is prepared for potential challenges and can
navigate uncertainties and change effectively.
5. Demonstrated leadership, people and change management skills along with a high level of capability to develop diverse, high-
performing teams.
6. Professional communication and stakeholder engagement skills to interact with key senior leaders, influence, negotiate, build
partnerships, and form extensive networks with peer level roles in other agencies to drive best practices and stay informed about
industry trends across the NT and nationwide.
- Tertiary qualifications in accounting, finance, business or a related discipline and full membership of a recognised professional
accounting body.
- Professional work ethic aligned to DCDD's principles of commitment to services, innovation, ethical practice, accountability,
impartiality, diversity and respect.
Desirable
1. Experience working in the Northern Territory Public Sector or equivalent government entity.
