Primary objective
The Deputy Chief Executive Officer (DCEO) plays a pivotal leadership role in shaping the strategic direction and operational
delivery of the Department of Tourism and Hospitality. The DCEO provides high-level expertise across the visitor's economy,
liquor, racing and gaming policy, regulation, and compliance. The role is responsible for leading complex legislative reform,
overseeing significant governance, financial and human resources, and ensuring efficient, effective service delivery. With a strong
focus on building cross-sector partnerships and driving whole-of-government outcomes, the DCEO operates with a high degree of
political acumen, and executive leadership capability to deliver programs and policies that support economic growth across the
Northern Territory.
Key duties and responsibilities
1. Deliver high-level, evidence-based advice and strategic recommendations to the Chief Executive Officer, the Minister, and the
Department's senior executive team on all matters relating to the broader operational landscape. Actively contribute to whole-
of-government forums and represent the Department at senior leadership meetings.
- Provide strategic oversight on policy development, legislative reform, licensing, and regulatory compliance frameworks across
liquor, racing, and gaming sectors, ensuring alignment with government priorities and community expectations.
- Build and sustain strategic partnerships and collaborative relationships across the Northern Territory Government, external
agencies, industry bodies, and key stakeholders. Represent the Department on boards, committees, and inter-jurisdictional
forums to influence outcomes and advance policy objectives.
- Lead the Division's strategic and operational planning processes, ensuring efficient and effective allocation and management of
resources. Maintain accountability to the CEO for financial and governance stewardship and delivery of divisional outcomes
within approved budgets and performance frameworks and identifying cost effective solutions across the department.
Selection criteria
Essential
1. Proven success in a senior executive role leading large-scale enterprises or government departments, with a strong track record
of managing diverse, high-performing teams and substantial budgets.
- Well-developed executive leadership capabilities combined with strong business acumen, demonstrated ability to build
commitment, foster alignment, and mobilise broad stakeholder support to achieve complex strategic objectives and government
priorities.
- Extensive experience overseeing the planning, coordination, and successful delivery of multiple, high-value programs and
projects, utilising multi-disciplinary teams and ensuring alignment with departmental priorities.
- Exceptional ability to establish, nurture, and sustain productive relationships with internal and external stakeholders and
industry, fostering collaborative partnerships that drive organisational success.
- Outstanding communication, negotiation, and interpersonal skills, with proven ability to analyse complex issues critically and
convey clear, persuasive messages to diverse audiences, facilitating consensus and shared goals.
- Demonstrated capacity to achieve effective outcomes within diverse, cross-cultural, and politically sensitive environments, with
a strong commitment to inclusivity and the ability to engage respectfully with people from varied cultural backgrounds.
