About the role:

The Program Delivery Unit is responsible for delivering digital transformation initiatives for both the Department of Health (DH) and the Department of Families, Fairness and Housing (DFFH) in the capacity of a shared service. This includes the delivery of new or enhanced business solutions, the procurement and implementation of Commercial Off-The-Shelf (COTS) solutions, and reporting solutions.

The Senior Procurement Officer is responsible for assisting the DH eHealth branch and DFFH Information Technology Services (ITS) branch with effective IT resourcing and logistics relating to project delivery.

The Senior Procurement Officer will lead IT specialist service procurements through third party suppliers for targeted project-related services and resources. The Senior Procurement Officer will provide leadership to less experienced team members and also provide guidance to DH and DFFH staff as to appropriate recruitment and procurement practices. Where appropriate, should alternative methods of workforce engagement be required, such as labour hire or VPS recruitment, this role would liaise and engage with eHealth workforce teams accordingly to obtain these skills through the alternative methods.

The role will have a focus on achieving value for money outcomes for the department, through industry knowledge and supplier negotiation skills and experience.

The role will also have a responsibility in compiling reports and analysing data to ensure project logistic service levels are being met, vendor engagements can be better understood for improved negotiation and decision making, and to identify opportunities for service improvements among other.

The Department of Health is seeking an experienced and proactive Senior Procurement Officer to join our team. This key role is responsible for driving effective workforce planning and procurement strategies aligned with departmental priorities, with a focus on IT procurement and project resource management.

You will be instrumental in ensuring the department has the right resources in place through a range of procurement, labour hire, and recruitment pathways. The role requires strong stakeholder engagement across internal teams and external vendors, with a focus on building collaborative partnerships and delivering service excellence.

Your ability to manage onboarding, logistics, and vendor relationships will be critical. You will support and guide procurement operations, automate manual processes, and implement tools and systems that drive efficiency and value for money. A deep understanding of procurement governance, compliance, and evaluation strategies is essential.

As a leader, you'll provide direction and mentorship to a small team, model departmental values, and manage change with confidence. You'll bring extensive experience in coaching, team development, and delivering results in a dynamic, evolving environment.

Strong analytical, reporting and communication skills are vital, as is the ability to manage complex issues and provide high-quality advice to senior stakeholders. A commitment to safety, information management, and public service values is expected.

The successful candidate will possess the following:

Mandatory

  • A tertiary qualification in fields relevant to procurement, workforce management and/or business systems, or equivalent is highly desirable.

Desirable

  • Expertise in procurement and contract management.
  • Experience working in the IT domain space / industry is advantageous.
  • Experience in resource management tools and software is advantageous.
  • Experience in vendor management tools and software is advantageous.
  • Expertise in finance management tools and software is advantageous.
  • Proven ability to undertake detailed analysis into varied data sources to determine strategies to increase value and efficiencies.
