Position Number: P00646Directorate: EPSService: Environmental ComplianceLocation: South Street DepotPositionClassification:Band 6DateCreated/UpdatedPOSITION PURPOSE/OBJECTIVE To control priority and environmental weeds on Council managed land as directed by theCoordinator Weeds Compliance.To inspect private land and land managed by other government agencies and enforceState legislation under the NSW Biosecurity Act 2015.To assist in the development and implement of operational programs, for the managementof priority and environmental weeds in accordance with Council policies and strategies.RELATIONSHIPSReports to: Coordinator Weeds ComplianceStaff Responsibility: Casual/Temporary Staff, Trainees, ContractorsKey Internal Relationships: Compliance & Specialist Services Branch,Environment Branch, Parks Crews, Bushcare,Natural Areas Management Team,Environment &Landscape Program Leader, Compliance &Specialist Services ManagerKey External Relationships: Dept of Primary Industries and ContractorsSPECIFIC RESPONSIBILITIES Conduct regulatory inspections of private land and land managed by othergovernment agencies to enforce the provisions of the NSW Biosecurity Act 2015.Provide advice to landowners/managers on their responsibilities under the NSWBiosecurity Act 2015 and sustainable management optionsImplement the priority & environmental weed control programs for public lands on asub-catchment basis and in co-ordination with other programs within the BlueMountains LGA.Maintain relevant records and associated documentation relating to the priority &environmental weeds control program for public land.Maintain relevant records and associated documentation relating to the inspection ofall private landsReport on progress in relation to Grant Funding, Terrestrial Weed Survey, AquaticWeed Survey, Megalong Valley Inspection Program and areas of responsibility.Operate and maintain specific plant and equipment for the purpose of herbicideapplication to control priority and environmental weedsDeveloping weed management strategies for private properties and other landmanagersEducating the community and Council staff on all aspects of priority weedidentification and managementAssist in the development of programs for control of priority weeds on councilmanaged landsAssist in the development of programs for inspection of private lands and landsmanaged by other public authoritiesAssist in the development of policies and procedures in relation to priority weeds forthe CityLiaise with external contractors with regards to weed control and grant funded projectsMaintain chemical storage and manifest, conduct quarterly stocktakes of all chemicalswithin the storage facilityLiaise with other public authority staff in relation to weed control on specific sites(Sydney Water ,RMS etc)Train and supervise new staffAttend meetings as required ie; Toolbox, Depot meetings, Team meetings, WeedManagement meetings, etc.Write contract specifications and supervise contract implementation for external worksand externally funded projectsWorkplace Health & Safety Ensure compliance with WHS obligations and responsibilities as outlined in Councilspolicies and procedures and under the relevant WHS legislation. These include but arenot limited to identifying potentially unsafe situations or work practices and notifying yourSupervisor or Manager (or the Health, Safety Manager/Area Safety Representative);never performing a task that you believe is dangerous or for which you do not have theexperience, or have not received appropriate instructions and training or where the correctequipment to carry out the task safely is not available; always work in a safe manner andin accordance with safety instructions, where applicable; use the work equipment suppliedfor the job, in accordance with the manufacturer's instructions), and any personalprotective equipment, which the Council deems necessary and has provided; be safetyaware and report any actions to your line manager which will assist the Council to meetits legal workplace health and safety obligations.You have the right to cease or direct cessation of unsafe work. In addition you are requiredat all times to comply with Councils Asbestos Management Plan and Policy.Compliance & Risk You are responsible for ensuring that you conduct your risk management responsibilitiesas described in council's Enterprise Risk Management (ERM) Policy and Procedure (theERM Framework) with the goal of ensuring that potential issues are identified and reportedin a timely manner.In undertaking your work should you identify contaminated land or potentiallycontaminated land, including but not limited to Asbestos contamination you are requiredto notify your supervisor immediately.COMMUNICATION This position communicates specialist regulatory advice in relation to the NSW BiosecurityAct 2015 and other relevant legislationThe position liaises with community groups, local residents, Council staff, othergovernment agencies and Weed Control Contractors advising on priority andenvironmental weed issues and other environmental matters.The position requires the ability to collect and electronically record information such asweed mapping using Council's information services.The position requires the skill to train new staffTo provide technical advice to members of the public, residents, contractors and clients.JUDGEMENT & PROBLEM SOLVING Prepare external contracts and supervise external contractors undertaking weedcontrol.This position requires working independently and in a team environmentGood communication, conflict resolution and negotiating skills are requiredAssist in determining if new weed incursions have the potential to become a seriousproblemThis position is required to follow procedures in relation to the NSW Biosecurity Act2015 and Council procedures regarding the issuing of noticesPrioritise activities in a manner that is environmentally sustainable includingseasonality of weed species.Plan the day-to-day activities for areas of responsibility in accordance with programsResolve issues that may inhibit weed control on public and private landsAUTHORITY This position will make decisions on issuing weed control notices under the NSWBiosecurity Act 2015.SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES ESSENTIALQualifications TAFE Certificate III in Conservation and Land Management,Agriculture, Bush Regeneration or Horticulture discipline.Current Chemcert or SmartTrain chemical user accreditation AQF 3or 4.A current Class C manual driver's licenceJob knowledge Knowledge of the identification and control of priority andenvironmental weeds of the Blue Mountains region.
