POSITION PURPOSE/OBJECTIVE

To control priority and environmental weeds on Council managed land as directed by the

Coordinator Weeds Compliance.

To inspect private land and land managed by other government agencies and enforce

State legislation under the NSW Biosecurity Act 2015.

To assist in the development and implement of operational programs, for the management

of priority and environmental weeds in accordance with Council policies and strategies.

SPECIFIC RESPONSIBILITIES

  1. Conduct regulatory inspections of private land and land managed by other

government agencies to enforce the provisions of the NSW Biosecurity Act 2015.

  1. Provide advice to landowners/managers on their responsibilities under the NSW

Biosecurity Act 2015 and sustainable management options

  1. Implement the priority & environmental weed control programs for public lands on a

sub-catchment basis and in co-ordination with other programs within the Blue

Mountains LGA.

  1. Maintain relevant records and associated documentation relating to the priority &

environmental weeds control program for public land.

  1. Maintain relevant records and associated documentation relating to the inspection of

all private lands

  1. Report on progress in relation to Grant Funding, Terrestrial Weed Survey, Aquatic

Weed Survey, Megalong Valley Inspection Program and areas of responsibility.

  1. Operate and maintain specific plant and equipment for the purpose of herbicide

application to control priority and environmental weeds

  1. Developing weed management strategies for private properties and other land

managers

  1. Educating the community and Council staff on all aspects of priority weed

identification and management

  1. Assist in the development of programs for control of priority weeds on council

managed lands

  1. Assist in the development of programs for inspection of private lands and lands

managed by other public authorities

  1. Assist in the development of policies and procedures in relation to priority weeds for

the City

  1. Liaise with external contractors with regards to weed control and grant funded projects

  2. Maintain chemical storage and manifest, conduct quarterly stocktakes of all chemicals

within the storage facility

  1. Liaise with other public authority staff in relation to weed control on specific sites

(Sydney Water ,RMS etc)

  1. Train and supervise new staff

  2. Attend meetings as required ie; Toolbox, Depot meetings, Team meetings, Weed

Management meetings, etc.

  1. Write contract specifications and supervise contract implementation for external works

and externally funded projects

Workplace Health & Safety

Ensure compliance with WHS obligations and responsibilities as outlined in Councils

policies and procedures and under the relevant WHS legislation. These include but are

not limited to identifying potentially unsafe situations or work practices and notifying your

Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);

never performing a task that you believe is dangerous or for which you do not have the

experience, or have not received appropriate instructions and training or where the correct

equipment to carry out the task safely is not available; always work in a safe manner and

in accordance with safety instructions, where applicable; use the work equipment supplied

for the job, in accordance with the manufacturer's instructions), and any personal

protective equipment, which the Council deems necessary and has provided; be safety

aware and report any actions to your line manager which will assist the Council to meet

its legal workplace health and safety obligations.

You have the right to cease or direct cessation of unsafe work. In addition you are required

at all times to comply with Councils Asbestos Management Plan and Policy.

Compliance & Risk

You are responsible for ensuring that you conduct your risk management responsibilities

as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the

ERM Framework) with the goal of ensuring that potential issues are identified and reported

in a timely manner.

In undertaking your work should you identify contaminated land or potentially

contaminated land, including but not limited to Asbestos contamination you are required

to notify your supervisor immediately.

COMMUNICATION

This position communicates specialist regulatory advice in relation to the NSW Biosecurity

Act 2015 and other relevant legislation

The position liaises with community groups, local residents, Council staff, other

government agencies and Weed Control Contractors advising on priority and

environmental weed issues and other environmental matters.

The position requires the ability to collect and electronically record information such as

weed mapping using Council's information services.

The position requires the skill to train new staff

To provide technical advice to members of the public, residents, contractors and clients.

JUDGEMENT & PROBLEM SOLVING

  1. Prepare external contracts and supervise external contractors undertaking weed

control.

  1. This position requires working independently and in a team environment

  2. Good communication, conflict resolution and negotiating skills are required

  3. Assist in determining if new weed incursions have the potential to become a serious

problem

  1. This position is required to follow procedures in relation to the NSW Biosecurity Act

2015 and Council procedures regarding the issuing of notices

  1. Prioritise activities in a manner that is environmentally sustainable including

seasonality of weed species.

  1. Plan the day-to-day activities for areas of responsibility in accordance with programs

  2. Resolve issues that may inhibit weed control on public and private lands

AUTHORITY

This position will make decisions on issuing weed control notices under the NSW

Biosecurity Act 2015.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES

ESSENTIAL

Qualifications TAFE Certificate III in Conservation and Land Management,

Agriculture, Bush Regeneration or Horticulture discipline.

Current Chemcert or SmartTrain chemical user accreditation AQF 3

or 4.

A current Class C manual driver's licence

Job knowledge Knowledge of the identification and control of priority and

environmental weeds of the Blue Mountains region. Experience in the

use of and maintenance of herbicide application equipment.

Technology use Demonstrated computing skills, including the accurate generation and

completion of documents using a variety of software applications.

Client focus A proven record of providing excellent customer service including

responding to customer needs and keeping individual clients up to

date with information and decisions that affect them.

Communication Experience in adapting content, style, tone and medium of

communication to suit the target audience's language and level of

understanding.

Outcome orientation Experience in performing work in accordance with quality standards

and participates as a team member in reviewing work outcomes to

ensure quality outcomes are produced.

DESIRABLE

  • Experience in a Local Government environment in implementing priority and

environmental weed control operations.

  • Experience in assisting in the implementation and enforcement of legislation

  • Level 1 Chainsaw accreditation
