The Department of Justice and Community Safety is seeking a Chief Operating Officer, Corporate Strategy and Delivery to provide a critical role in the Office of the Secretary.

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services which focus on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.

The Office of the Chief Operating Officer (the Office) supports the Secretary in their leadership of the department. The Office supports the Secretary and the Board of Management in a range of high level and complex matters to ensure the smooth running of the organisation and delivery of the department's responsibilities and priorities.

About the Role

Reporting to the Secretary, the Chief Operating Officer works within a fast-paced complex environment characterised by competing priorities and often deals with issues requiring innovative and strategic solutions. The role liaises, consults and negotiates at a senior level on a range of executive and policy issues and identifies and alerts the Secretary to sensitive and significant issues as they emerge.

Some of your duties will include:

  • Support the Secretary to lead and manage the responsibilities and statutory requirements of the Department.
  • Provide strategic high level authoritative advice to the Secretary, Ministers, departmental executives and key public sector agency stakeholders on operational matters, policy and programs as required.
  • Supporting the Secretary by leading key whole of Department functions, including:
    • Overseeing the delivery of the Department's corporate functions
    • Corporate Services and Infrastructure and People, Safety, Culture and Communications.
  • Leading the finance and procurement functions, including leadership of strategic finance

About you

To be successful in this role, you will have:

  • Proven extensive senior executive experience at either at a state or federal level.
  • Extensive experience in leading and managing the development and provision of policy and the delivery of frontline services to clients.
  • A track record in working collaboratively to influence others in the development and delivery of government and organisational objectives.
  • Excellent communication and interpersonal skills including an ability to distil and communicate complex issues with significant political/business implications.
  • Demonstrated capability in leading and motivating a team of senior executive professionals and delivering complex change processes, including setting objectives, assigning priorities and managing performance standards for individuals and creating a positive workplace culture.
  • Demonstrated experience and understanding of self-determination and working with Aboriginal communities and people.
  • An extensive understanding of government priorities, programs and processes in the context of the Victorian government agenda on policy and program delivery for Victorian communities and inclusive priority cohorts; and the department's operationsand objectives.
  • Demonstrated commitment to upholding the public sector values at all times.

Qualifications/requirements

  • A relevant tertiary degree.
