Primary objective
Provide high level strategic and policy advice on the statutory responsibilities of the Children's Commissioner to identify and
address issues affecting vulnerable children, ensure children's voices are heard on matters affecting them. Provide leadership
to and management of the Strategy, Rights and Advice team. Manage the strategic planning, advice and reporting functions
of the Children's Commissioner including responsibility to promote an understanding of and informing public discussion
about the rights, interests and wellbeing of vulnerable children.
Key duties and responsibilities
1. Analyse policy, programs and services data, funding, and legislative mechanisms to determine the impact on vulnerable
children.
2. Undertake research and analysis to inform development of sound child-centred policy advice.
- Actively contribute to activities and events and develop communication and strategic plans for key issues and to support
the overall vision of the office.
- Provide high level strategic advice and prepare clearly written and evidenced briefings, position papers, reports and
submissions including the development of key communications plans.
5. Supervise the Strategy, Rights and Advice team and provide direction, advice and expertise to the Commissioner and
Assistant Commissioner on issues relating to vulnerable children, including public engagements, media and presentations.
- Initiate, participate in, and lead as appropriate, projects, annual report, strategic and business plans and areas of work
prioritised by the Commissioner.
7. Lead the OCC contribution to policy submissions to influence policy, legislative and programmatic reforms across a broad
range of areas to improve outcomes for vulnerable children.
Selection criteria
Essential
1. A proven track record of leadership in policy and data analysis in the social welfare sector.
- Strong strategic thinking skills and proven ability to produce high quality policy and advice.
Solid relationship management skills with government, service providers and critical stakeholders.
Experience in preparing highly sensitive and complex reports and correspondence.
- Demonstrated experience in a service delivery role in an organisation that directly deals with children, young people and
families experiencing vulnerability.
- Demonstrated skills in working collaboratively, as part of a team to achieve significant project, reporting or policy goals.
- Excellent communication and interpersonal skills to interact effectively with people of diverse cultures, children and
young people, all levels of government and the community using, negotiation, conflict resolution and problem solving
abilities.
- A skilled communicator, presenter and facilitator, with both written and verbal communication skills.
Desirable
1. Tertiary qualification in a relevant discipline.
2. Preparedness to travel within the NT.
