An exciting opportunity has presented itself for an Estimating Manager to join the Downer team located Brisbane QLD.

The Opportunity

Downer is seeking an experienced Estimating Manager to support our Water business in Southeast Queensland. This pivotal role ensures safe, sustainable, and high-quality delivery across our long-term infrastructure programs.

As the Estimating Manager for SEQ Programs, you will lead the estimating function across multiple water infrastructure projects, guiding regional estimating resources and collaborating closely with Program Directors and clients.

Our Long-Term Contracts Include:

  • City of Gold Coast - 7 years remaining
  • Logan City Council - 5 years remaining
  • Urban Utilities - 10 years remaining (Brisbane, Scenic Rim, Ipswich, Lockyer Valley & Somerset)
  • Unitywater - 10 years remaining (Moreton Bay, Sunshine Coast & Noosa)

With a portfolio valued at approximately $4 billion over the next 5 years, and projects ranging from $1 million to $300+ million, Downer is poised for significant growth - including doubling our team size within 3 years.

What You'll Do

  • Lead and manage estimating team across infrastructure bids and tenders
  • Ensure timely, accurate cost estimates aligned with technical and company standards
  • Drive strategic development and business planning for the estimating and proposals team
  • Support operational and capital budget preparation
  • Present draft tenders and participate in review panels
  • Make informed estimating decisions aligned with business objectives and risk assessments
  • Liaise with Program Directors, Regional Manager and clients to ensure alignment and transparency

What We're Looking For

  • Tertiary qualifications in business, engineering, finance, commerce or related discipline
  • Proven experience as an Estimating Manager, ideally in water, Construction or civil infrastructure
  • Strong stakeholder engagement and relationship-building skills
  • Excellent verbal and written communication
  • Ability to interpret complex information and develop competitive tender solutions
  • Decisive, deadline-driven, and quality-focused decision-making
