Assistant Commissioner First Nations and Cultural Capability

Step into a pivotal leadership role within QCS' executive team, where your influence will help elevate the visibility and urgency of reducing the overrepresentation of Aboriginal and Torres Strait Islander peoples in Queensland's criminal justice system.
In this role, you'll drive meaningful outcomes by fostering culturally safe management and supervision practices. Working in genuine partnership with key stakeholders, you'll help shape a system that respects, empowers, and delivers better futures for First Nations individuals in our care and under our supervision.
The primary accountabilities of the Assistant Commissioner, First Nations & Cultural Capability include:
- Provide culturally safe strategic leadership at a whole of system, state, and national level on shaping and influencing Queensland's Aboriginal and Torres Strait Islander justice agenda to increase the visibility and importance of reducing the Aboriginal and Torres Strait Islander adult incarceration rate.
- Lead the development, prioritisation, and delivery of innovative, culturally safe, and evidence-based strategies and initiatives designed to target the high rates of adult Aboriginal and Torres Strait Islander incarceration in Queensland in line with COAG's National Agreement on Closing the Gap and Corrections 2030.
- Collaborate with key stakeholders, including Aboriginal and Torres Strait Islander communities, Community Justice Groups, and government and non-government agencies to support the development of culturally safe and evidence-based strategies and initiatives to ensure a coordinated and strategic approach.
- Provide culturally safe leadership and advocacy to strengthen and support the Aboriginal and Torres Strait Islander workforce
- Harness a more culturally competent workforce and establish collaborative partnerships to increase Aboriginal and Torres Strait Islander representation across the Department.
- Develop and promote a strong 'voice proposition', clearly articulating the diverse range of strengths that Aboriginal and Torres Strait Islander employees can bring to the Department.
- Lead and promote the integration of evidence-based culturally appropriate planning, policy, workforce strategy and investment and service delivery agendas to maximise return on investment and outcomes achieved.
- Ensure the Murridhagun Cultural Centre is a culturally capable, best practice leader in advocating for and coordinating improved Aboriginal and Torres Strait Islander outcomes across the organisation and where relevant, across the criminal justice system and government.
- Strengthen culturally appropriate evaluation, reporting and accountability frameworks to monitor and report on the progress of Aboriginal and Torres Strait Islander health, wellbeing, and safety outcomes
- Actively and meaningfully engage with Aboriginal and Torres Strait Islander leaders and communities to enhance the understanding of and address their concerns as they relate to Queensland Corrective Services' management and supervision of Aboriginal and Torres Strait Islander people.
- Provide authoritative, expert, and lived-experience advice to the Minister for Corrective Services and the Commissioner on Aboriginal and Torres Strait Islander justice matters and policy issues.
- Represent the Department in a range of forums and committees at a state and national level to facilitate collaboration, and advice on, progress towards reducing the incarceration rate of Aboriginal and Torres Strait Islander people in Queensland.
- To maintain a connected system approach, the role will also be informed by the Aboriginal and Torres Strait Islander Reference Group, with membership representing key stakeholders and delivery partners.
- This position has been identified as a position to be filled by an Aboriginal or Torres Strait Islander person because of a number of factors, including the over representation of Aboriginal and Torres Strait Islander clients within the Criminal Justice System. It is an occupational requirement that this position be filled by an Aboriginal or Torres Strait Islander person as permitted and arguable under Sections 25, 104, and 105 of the Queensland Anti-Discrimination Act 1991.
