We're looking for a proactive and experienced Project Manager – Development to join our Project Development team. This role is ideal for someone who thrives in early-stage project environments and enjoys working across complex stakeholder landscapes to get things moving.
Reporting to the Senior Project Manager, you'll lead the development phase of V/Line projects, ensuring alignment with our governance, safety, and quality standards. You'll scope works, prepare business cases, manage risks, and coordinate internal and external approvals.
Your work will support the planning and delivery of infrastructure improvements, major maintenance packages, and systems upgrades across our regional network.
About the Role
As Project Manager – Development, you'll lead the early-stage planning and development of V/Line infrastructure and systems projects. You'll be responsible for:
- Initiating and managing internally and externally funded development projects on behalf of V/Line
- Applying V/Line's approved project management methodology across all phases
- Identifying and documenting operational risks and stakeholder requirements
Scoping works to support business case development, including: Key project requirements; Full cost identification and target cost estimates; Design and tender planning; Construction and implementation strategy; Testing, commissioning, and delivery into service
Coordinating all required internal and external approvals, including statutory permits
- Securing V/Line safety, maintenance, and operational accreditation sign-offs in line with our Rail Safety Management System
- Providing project management support for V/Line's role in state-led initiatives or internal projects delivered by other divisions or external agents
You will play a key role in ensuring projects are scoped and developed to meet safety, quality, and operational standards, and are ready for successful delivery.
About You
You are a capable project professional with:
- 5+ years' demonstrated experience in complex project development and delivery
- Strong commercial acumen and stakeholder engagement skills
- AIPM accreditation (or willingness to obtain within 12 months)
- Experience working with government agencies and navigating approvals
- A collaborative, solutions-focused mindset
This role does not have direct reports but will require leadership through influence and subject matter expertise.

Salary for this position will be in a range from $167,100 Total Remuneration Package (Base $149,196; Superannuation $17,904).
Benefits include 4-weeks' annual leave, 12% employer-paid superannuation, and free myki for metro & regional travel.
