About the opportunity
We have two ongoing, full-time opportunities for Compliance Officers to join the Electrical Installation Safety team at Energy Safe Victoria.
About the Role:
The Compliance Officer (Electrical Installation) reports to the Electrical Installation Compliance Manager and works collaboratively across the team to assess, undertake inspections and audits of electrical installations for compliance, and conduct enforcement actions where required. The role is responsible for responding to incidents and accidents when required, inspecting regulated entities and work practices; implementing audit and compliance programs to test compliance; identifying, assessing, reporting and responding on potential breaches of relevant legislation, standards, and work procedures, and promoting safety initiatives used to inform regulated entities.
What we're looking for:
We're seeking motivated and experienced individuals with strong investigative skills and a background in electrical installations and regulatory compliance. The role requires excellent communication and interpersonal skills, a strong customer service focus, and the ability to educate and engage with a wide range of stakeholders. Candidates should demonstrate sound judgment, analytical thinking, and the ability to identify breaches, assess risks, and implement or recommend appropriate enforcement actions. The ability to work both independently and collaboratively within a high-performing team is also critical to success in this role.
Strong customer service focus is essential to deliver on the core regulatory functions of Energy Safe: monitor and audit, educate and encourage, and enforce compliance. The role requires the capacity to understand the methods and works practices used by the regulated entities to meet their regulatory obligations through implementing strategies, inspection practices and assessment that guide the achievement of appropriate safety outcomes.
This role involves attending court hearings and may require travel to various sites across the region, including potential overnight stays, depending on operational needs.
Key accountabilities
- Respond to complaints in relation to electrical installation work regarding potential breaches of the Act, Regulations, Standards, and unsafe work practices.
- Carry out technical assessments of electrical works, make enquiries, lead and participate in investigations in relation to incidents (including fatalities) and events where there are potential breaches of the Act, Regulations, Standards, and unsafe work practices.
- Assess and inspect electrical installations for compliance and safety in line with relevant legislation, standards and Energy Safe requirements.
- Appointed as an Enforcement Officer under the Electricity Safety Act 1998, exercise appropriate powers as required, and carry out enforcement actions such as issuing warning letters or infringement notices.
- Respond to site incidents, enquiries and complaints when required in line with Energy Safe requirements, reporting breaches of the Act, regulations, standards and assisting in the provision of information to relevant departments.
- Prepare compliance and audit reports related to inspections and audits of electrical installation work.
- Present evidence and information to support enforcement action where relevant. This includes leading and/or assisting with investigations to gather evidence, writing briefs of evidence and attending courts, tribunals and disciplinary hearings where required.
- Support and deliver safety programs to verify the capacity of duty holders to comply with legislation.
- Advise duty holders in the practical application of electricity safety legislation, regulations, codes of practice, standards, management plans and compliance programs.Receive, analyse, peer review, and make recommendations on applications for exemption to regulations and standards as necessary.
- Develop and manage effective relationships with government agencies, peak bodies, industry stakeholders and other regulators.
- Lead or participate in a variety of projects or forums such as trade events or conferences to improve the way we regulate, educate customers, and promote Energy Safe programs and initiatives.
- Participate in the development, implementation of strategies, risk management practices and controls to systems, processes, and effective data management.
- Contribute to the development and improvement of legislation, regulations, standards, codes, and practices.
- Participate in the Energy Safe availability roster and carry out availability duties as required.
- Other relevant duties as required.
Key Selection Criteria
- Current electrician's licence in the State of Victoria or equivalent. ESV may ask to sight original qualification documents as evidence of a qualification being recognised in Australia.
- Broad range of electrical industry experience.
- Practical knowledge in the principles and practices related to electrical installation work.
- Sound knowledge of relevant Acts, Regulations and Codes of Practice with ability to interpret and apply where applicable.
- Experience in auditing systems, processes or investigations to ensure compliance.
- Personal resilience to attend serious injury and fatality incident scenes.
- High level communication, advocacy and dispute resolution skills.
- Excellent communication skills and ability to deal with complaints made by customers and stakeholders.
- Experience with providing authoritative written and verbal technical advice, findings, and reports to a diverse range of stakeholders and act as a subject matter expert.
- Ability to conduct complex analyses and problem-solve issues by leading and providing technical advice and guidance.
- High level interpersonal skills, including ability to influence and keep internal and external stakeholders informed on safety matters.
- Effective organisational and planning skills.
- Computer literacy including Word, Excel, Outlook, and PowerPoint.
- Proficiency in touch typing is highly desirable to support efficient documentation and case management.
