Compliance Officer

  • Salary: $97,955 - $111,142 (Plus superannuation)

The Role

As a Compliance Officer, you will be responsible for assisting the development, implementation and support of the Department of Jobs, Skills, Industry and Regions (DJSIR) financial assurance activities including internal control and compliance frameworks, financial policies, procedures and compliance activities. This role provides financial compliance advice and implements strategies to continuously improve DJSIR's internal control mechanisms.

Key accountabilities include:

  • Deliver a range of activities supporting DJSIR's compliance requirements including;

  • Assisting in the development and maintenance of compliance monitoring framework in line with the Financial Management Act 1994, accounting standards, Standing Directions and DTF financial reporting guidance,

  • Undertaking reporting against the Financial Management Compliance Framework, actively managing relevant issues,
  • Conducting activities underpinning internal control mechanisms according to an agreed annual program of work,
  • Provision of informed compliance advice, and completion of compliance activities and reporting according to agreed/established timelines.
  • Assisting with providing and preparing advice to advise on compliance of financial policies and procedures to senior management as required.

  • Contribute to the provision of financial analysis and advice on complex accounting and assurance policies, transactions, concepts and issues to senior management.

  • Assist with the management of the DJSIR's Instrument of Financial Delegation and related compliance activity
  • Work collaboratively with internal and external stakeholders to implement and continuously improve financial governance, risk and internal control frameworks, and compliance activities. Liaise and assist in preparing high quality briefings for management, Audit and Risk Committee, Internal Audit and the Victorian Auditor General's Office.
  • Contribute to and support the preparation of annual and monthly reporting and associated activities underpinning the annual compliance reporting and financial statements. Contribute to increasing the effectiveness, efficiency and financial management capability across the Department.
  • Working collaboratively with the Senior Policy and Risk officer to build, educate and drive a governance and compliance culture within the Department.
  • Take on projects as requested by the Senior Manager, Financial Operations and Assurance and the Director, Financial Services.

The Team

The position of Compliance Officer will work within Finance, Investment and Procurement branch, which sits within Corporate Services group.

The Corporate Services group consists of specialist functions including strategic communications, finance, investment and procurement, performance and governance, legal and legislation, people and culture, information technology and workplace services and emergency management. These functions enable the department to operate efficiently and effectively and support the Secretary and Ministers to meet legislative obligations and responsibilities whilst actively supporting the department's portfolio groups and Ministers to create the conditions for growing Victoria's prosperity, building the productive capacity of our economy, and increasing participation.

About You

To be successful in this role you will have the following skills and experience:

  • Financial Compliance Skills: Advanced financial compliance skills and demonstrated experience in providing expert financial policy, procedure and financial compliance advice and services.
  • Stakeholder Management: Ability to liaise with a range of internal and external stakeholders, use organisational context to ensure positive outcomes are achieved for all parties. Ability to build mutually beneficial partnerships.
  • Written & verbal communication: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language. Makes a positive impression on others & comes across with credibility; Able to deal with difficult, sensitive topics and questions; Identifies key messages and information required for decision-making.
  • Service Excellence: Proactive and self-starting; constantly looks for continuous improvement opportunities and ways to innovate and encourages others to do the same; Takes responsibility for correcting problems promptly and without becoming defensive; Makes specific changes in work methods to improve outcomes, quality, and timeliness of service; Monitors client and stakeholder satisfaction.
  • Conceptual, analytical and problem-solving ability: Ability to deal with concepts and complexity comfortably and use data analytical and conceptual skills to provide solutions to problems. Ability to analyse complex issues and have excellent reconciliation skills.   • Compliance Skills: Strong experience in control, compliance and governance through implemented policy, procedures and services. This includes the ability to clearly articulate the implications of policy, procedure, process decisions and provision of advice to senior management on financial compliance issues to facilitate informed strategic decision making.
