About the role:

Senior Compliance Specialist – (SAED | Build | RF/EME)

A mobile compliance resource overseeing SAED (Site Acquisition, Environment and Design), build, and RF/EME (Radio Frequency/Electromagnetic Energy) is responsible for ensuring that handover packs and documentation fully comply with relevant design and regulatory standards for mobile network sites

.Job Description Overview

The role primarily includes reviewing, assessing, and confirming documentation—which may include feasibility studies, design artefacts, and vendor handover packs—to certify compliance with applicable RF safety, EME exposure, and carrier or regulatory guidelines. The position requires liaising with stakeholders to ensure project deliverables meet government, industry, and licensing standards before site acceptance and operational handover.

Key Responsibilities

  • Assess and review SAED and build phase handover packs for alignment with RF/EME compliance standards and project-specific design requirements
  • Confirm all compliance documentation, including EME safety certificates and RF design calculations, is complete and accurate before site handover
  • Ensure all project and regulatory documentation (e.g., exposure impact reports, as-built diagrams) are maintained and archived correctly
  • Liaise with contractors and vendors to clarify or rectify non-compliance issues in handover documentation
  • Stay current with national and local EME and RF standards, including those published by ARPANSA and ACMA, and confirm site certification is conducted by appropriately accredited assessors
  • Advise on engineering controls or site design alterations if compliance gaps are identified during assessment.
  • Report and document any site issues regarding occupational health and safety exposure, and ensure resolution prior to final acceptance.
  • Where relevant, support the interpretation of regulatory and licensing standards relating to RF/EME and update internal stakeholders

Required Skills and Experience

  • In-depth knowledge of mobile telecommunications site acquisition, RF design, and EME safety compliance standards.
  • Competency in interpreting and preparing regulatory documentation for site handover/acceptance.
  • Experience managing communication between vendors, contractors, and regulatory bodies.
  • Familiarity with national (ARPANSA, ACMA) and industry (Mobile Carriers Forum, NATA) requirements pertaining to RF/EME compliance

This job is vital to maintaining legal, technical, and safety standards for mobile site deployment, helping to assure new and upgraded mobile sites are safely delivered in accordance with regulatory expectations and industry best practices
