Q Shelter is Queensland's peak housing organisation with a vision that every Queenslander has a home. We lead on solutions to unmet housing needs and homelessness.
Incorporated in 1993, Q Shelter is a member-based incorporated association overseen by a Management Committee. We are engaged at all levels of Government, with the private sector, community services sector, and broader community, to achieve real solutions. ROLE CONDITIONS
- The role is ongoing in line with funding
- Salary is SCHADS 6
- Q Shelter offers a flexible work environment. Hybrid working arrangements are supported
- Q Shelter employees receive five-weeks annual leave per year (pro-rata for part-time) and a paid Christmas shutdown period
- Q Shelter employees also have access to not-for-profit salary packaging, which increases take-home pay
- Q Shelter staff are expected to work within a culturally safe framework and actively contribute to the implementation of Q Shelter's Innovate Reconciliation Action Plan
ABOUT THE ROLE
This role will provide local assistance to strengthen existing and emerging Care Coordination Groups to provide person-centered and place based care planning for people with complex needs, and improve integration of service system response for this cohort. The role does not involve direct client case management, and provides support to sector partners to facilitate care plans and improved service system responses. The ideal candidate will be a senior officer with a proven track record in engagement and community development as well as an excellent understanding of the drivers and solutions to homelessness. The preferred candidate will also understand how to support people and organisations to strengthen practice and build collective capacity and capability in supporting clients with complex needs.
ROLES AND RESPONSIBILITIES
Collaboration, Engagement and Facilitation
- Provide facilitation and capacity building support to a regional care coordination group focused on ending complex homelessness and sustaining tenancies
- Work collaboratively to identify and actively include services in the care coordination group
- Ensure the effective functioning of the group through secretariat support and excellence in facilitation
- Convene care conferences for specific households as required
- Contribute to teamwork in a way that realises synergy between different roles, functions and opportunities at the regional and state-wide level
- Actively work toward the sustainability of networks and structures, including Housing Service
- Centre and regional staff, that support regional capacity
- Work collaboratively with the backbone role towards collective impact
Capacity Development
- Contribute to the identification of resources and tools including policies and procedures that support a consistent quality approach to care coordination and ensure their availability and distribution in the region
- Identify learning and development needs and engage with Q Shelter to bring learning experiences to the region
- Provide troubleshooting support to Service Integration group members
- Provide secretariat assistance to the identified regional housing and homelessness network if required and contribute to improved regional governance and leadership capacity towards reducing homelessness in the region
- Attend and contribute to regular capacity building meetings involving regional facilitators to support capacity development and successful implementation
- Work collaboratively with Q Shelter's backbone role to develop a community of practice to support care coordination

- Provide high-quality data capture and other inputs to an evaluation framework
- Provide data reports that help to drive quality improvements and interregional learning
- Contribute to the measurement of collective impact across regions

KEY SELECTION CRITERIA
Demonstrated Knowledge of Homelessness and Complex Needs
- Strong understanding of the drivers of homelessness and the challenges faced by individuals with complex needs
- Demonstrated capability in applying this knowledge to inform service responses and community-based solutions
Proven Engagement and Collaboration Skills
- Proven ability to build and sustain effective partnerships across government, non-government, and community sectors
- Experience in facilitating multi-agency collaboration to achieve integrated service delivery and improved client outcomes
Expertise in Facilitation and Capacity-Building
- Demonstrated experience in facilitating group processes and building the capability of local networks, including supporting groups to develop governance arrangements, plans, and mechanisms that strengthen cross-agency collaboration
Experience in Senior-Level Stakeholder Engagement and Leadership
- Experience in community engagement, systems leadership, or service development at a senior level
- Demonstrated capacity to lead with initiative, foster collaboration, and operate effectively within complex systems
Strong Systems Thinking and Strategic Coordination Skills
- Strong ability to apply systems thinking to service integration
- Experience in supporting governance functions, maintaining effective reporting and data systems, and contributing to the ongoing monitoring and evaluation of service integration efforts
Understanding of Collective Impact and Backbone Support Principles
- An understanding of the principles of Collective Impact and the role of backbone support in driving collaborative practice is highly desirable
KEY JOB REQUIREMENTS
Qualifications
- Tertiary qualifications in human services, business, or a relevant field, or equivalent work-related experience
Experience
- Proven track record and results in successful engagement and community development including engagement skills across diverse agencies with diverse service delivery models and specialised roles that are complementary but different
- Senior practice experience in housing and homelessness sectors and a detailed understanding of the needs of people experiencing of at risk of homelessness and experience driving local service system improvements to improve client outcomes
- Skilled communication including clear and effective verbal reporting and a very high standard of written reporting
- Experience working with diverse groups in a facilitation role
- Experience in contributing to workforce development and capability
- Ability to use software applications including client management systems to a high standard
Other Requirements
- The successful candidate will be required to travel domestically from time-to-time
- The successful candidate is required to undergo a criminal history check
