Primary objective
The Senior Investigation Officer (SIO) is principally responsible for investigating, and where possible, resolving the more serious
and/or complex matters of complaint about NT Government agencies, local government and police conduct, and for preparing
reports and recommendations to Parliament and agency management to improve public administration in the Northern Territory.
Key duties and responsibilities
1. Resolve/Investigate the more serious and/or complex complaints received by the office about government agencies, local
government and police conduct under the Ombudsman Act 2009. Assist, as required, in other Ombudsman Office functions, for
example, handling complaints and related matters under the lnformation Act 2002 and the Judicial Commission Act 2020.
- Conduct sound assessments and research and prepare quality reports and correspondence with recommendations to improve
public administration.
- Liaise effectively with both complainants and respondent organisations and maintain productive working relationships with key
stakeholder agencies.
- Provide leadership, supervision, training and case management for Investigation and Resolution Officers as required.
- Participate in public education, stakeholder engagement, training and quality improvement initiatives of the Office.
Selection criteria
Essential
1. Demonstrated high level skills, knowledge, and experience relevant to investigations, inquiries and research, including those
required for the collection and analysis of evidence and for questioning witnesses.
2. Ability to interpret legislative provisions and operate within a legislative framework, including an understanding of
administrative law principles.
3. Experience in interpreting complex information and an ability to propose practical, strategic recommendations to improve public
sector administration and officer conduct.
- Highly developed oral and written communication skills, including the ability to convey complex information in a range of styles
for a diverse audience, and to liaise effectively with senior executives and subject matter experts on a range of topics.
- Highly developed interpersonal skills, with demonstrated ability to communicate tactfully with witnesses and complainants, to
interact effectively with people from diverse cultures and backgrounds, and to apply alternative dispute resolution techniques.
6. Demonstrated effective time management skills and the ability to work under pressure, contribute positively to a team
environment and deliver outcomes.
7. Demonstrated work ethic and commitment to working impartially in the public interest, encompassing the Ombudsman's core
values of fairness, integrity, respect, professionalism and accountability.
Desirable
1. Formal qualifications in Law, Investigations, Public Administration or a related discipline.
- Knowledge of the operations of the public sector.
