THE POSITION:
Ensure Council's rating and revenue databases are accurately maintained and all notices are processed in accordance with relevant legislation in a timely manner. Assist the Supervisor Revenue & Debt Management to foster a constructive and customer focused team environment.

KEY RESPONSIBILITIES:

  • To ensure the accuracy of the rating database on split properties and strata titles and the timely issuing of supplementary levies.
  • To ensure Council's Valuation data base is maintained correctly for Statement of Compliance returns and the budget/forecast processes.
  • Accurately maintain registers of Rates Supplementary issues
  • Ensure re-categorisations of Rate Accounts are performed within a timely manner.
  • Ensure monthly statements are issued, and perform monthly reconciliation between the sundry debtor ledger and general ledger.
  • Assist Revenue Officers with processing Advice to debtors and credit notes.
  • To implement and monitor debt recovery relating to Accounts Receivable in accordance with Council's debt recovery guidelines.
  • Provide assistance to ensure that all reminder and final notices for rates are in accordance with the Local Government Act 1993, Valuation Land Act 1916, water billing and sundry debtors notices are produced on a timely basis.
  • To review and authorise S603 Certificates.
  • Preparation and monitor of restricted water accounts for collection purposes.
  • To assist the Supervisor Revenue & Debt Management to review and authorise rates/water inputs for processing.
  • To assist the Supervisor Revenue & Debt Management to ensure that concessions/rebates for pensioners are issued in accordance with legislative, policy and other requirements and that Council has the required documents and approvals required to confirm entitlements including such things as approvals to access Centrelink records.
  • Daily reconciliation of Rates Sub-Ledger to General Ledger.
  • Review the Postponed Rates Register annually and reconcile the postponed rates with the General Ledger at the conclusion of each quarter.
  • Perform the Pensioner Verification annually to ensure the accuracy of rating database.
  • Provide timely advice to customers on Sundry Debtors, Rates and Water billing enquiries.
  • Provide advice on the requirements of the Local Government Act relating to rates and charges.
  • Provide assistance in the preparation of Estimates documentation with regard to rates and charges.
  • In conjunction with the Supervisor Revenue & Debt Management, investigate and reply to inward correspondence on rateability matters, ensuring full Council compliance with statutory obligations.
  • Oversee the daily workflow and timetable commitments of the Revenue Officers.
  • Perform the duties of the Supervisor Revenue & Debt Management during periods of leave
  • Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training.
  • Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.
  • Observe appropriate AlburyCity Policies and Procedures regarding day to day operations including Equal Employment Opportunity policies, AlburyCity's Dress Code and Standards Policy and AlburyCity's Code of Conduct.

EMPLOYMENT CONDITIONS:

  • Based on a 35 hour week, with actual days and times being Monday to Friday, 8:30am to 5:00pm, with an RDO in accordance with AlburyCity's RDO guidelines.
  • This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity's Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
  • This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement.
  • This position requires evidence of a current Australian National Police Check.
  • This position is subject to alcohol and other drug testing
  • This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury.

ESSENTIAL CRITERIA:

  • A tertiary qualification in a business related discipline or equivalent relevant experience

DESIRABLE CRITERIA:

  • Class C (standard) Driver's Licence
  • Certificate in Accounting/Finance

EXPERIENCE:

  • Relevant work experience in a rating or financial environment
