Primary objective

Provide leadership, strategic direction and overall program management to optimise the implementation and evaluation of Community

Corrections' initiatives and other related projects across the Northern Territory and manage a small work unit.

Key duties and responsibilities

1. Manage the implementation of a wide range of Community Corrections' programs, including specialist initiatives, providing leadership,

advice and support for staff engaged in their design, development and implementation.

  1. Provide leadership and advice in the design, development, implementation and evaluation of Community Corrections' programs and

initiatives at regional and Territory wide levels to support sound decision making.

3. Undertake research and analysis of correctional services issues and trends to develop policies and whole of agency positions that

support best practice service delivery models in compliance with relevant legislation and regulations.

4. Identify issues and trends emerging through program monitoring and evaluation of correctional and related social programs, prepare

research papers for the senior management team and make recommendations to improve performance and outcomes.

5. Prepare ministerial, cabinet and other high level submissions, reports, briefings and departmental correspondence.

  1. Use evaluation and other monitoring activities to identify and manage program risks, including developing, implementing and

monitoring risk mitigation strategies which maintain project integrity and ensure outcomes are achieved.

  1. Manage a small work unit responsible for the efficient and timely administration of grants, partnerships with community organisations

and the community work program.

  1. Develop and deliver tailored training, professional development and information sessions on Community Corrections' programs for

internal and external stakeholders, including legal and community partners.

Selection criteria

Essential

1. Extensive experience in, and knowledge of, the day to day operation of community corrections or similar statutory environment,

including the relationship with the court system, legal agencies and the Parole Board, and the delivery of services to these stakeholders.

2. High level strategic, conceptual, analytical, collaborative, planning and research skills in a multi-disciplinary environment and a record

of achievement in program implementation, monitoring and evaluation.

3. Political awareness, sensitivity and whole of government perspective to the management of the political, social and economic issues

associated with the delivery of justice, crime prevention and community safety initiatives.

  1. Extensive knowledge of evaluation and monitoring techniques, including the use of qualitative and quantitative methods.
  2. Highly effective communication skills, including the ability to prepare and present Cabinet submissions, business cases and other

relevant documentation using an evidence based approach to research.

6. Well-developed negotiation and collaboration skills including the ability to interpret and communicate with influence in cross cultural,

political, organisational and judicial environments.

  1. An ability to lead a team in achieving corporate objectives and positive outcomes against strategic and business plans.
  2. An ability to interact effectively with people from a diverse range of cultures.

Desirable

1. Tertiary qualifications in a relevant field e.g. law, social work, management, evaluation and/or social sciences with a strong research

component.
