Primary objective
Manage the relationships between Department of Corrections and Department of Health. Negotiate and maintain strategic focus
in relation to formulating new policy, and critically analyse current, emerging and future issues to ensure both the Department of
Corrections and Department of Health are meeting the contemporary health needs of prisoners.
Key duties and responsibilities
1. The role is responsible for providing advice and governance oversight to prisoner health, ensuring the Department of
Corrections provision of health remains functional, productive and that relationships are transparent and accountable.
2. Provide specialised advice regarding prisoner health to the Minister and senior executives on complex issues in relation to
corrections health services, mental health, disability, aged, drug and alcohol, health promotion, allied health.
- Ensure that any service restructure in the health area works within the correctional environment and fits with the security and
good management of a secure setting.
- In consultation with the Department of Health and Department of Corrections staff, identify necessary service standards,
culturally and legislatively appropriate policies, joint operational plans, directives and operational protocols manuals regarding
health-related initiatives as they pertain to the provision of healthcare, monitor performance, critically analyse and report
accordingly.
- Perform a project management role for discrete health related projects and initiatives for adult prisoners.
Selection criteria
Essential
1. Demonstrated experience in provision of high-quality documentation, information and critical analysis.
2. Highly developed oral and written communication skills with the ability to build respectful relationships and negotiate and liaise
effectively with internal and external stakeholders.
3. Sound knowledge of the range of areas and stakeholders in the Department of Health including but not exclusively primary
health, forensic mental health, alcohol and other drugs.
- Highly developed understanding of contemporary health trends, service standards and key performance indicators for service
delivery in primary health care and other health related matters, with experience in providing governance oversight of the
delivery of health services in a highly complex and integrated stakeholder environment.
Demonstrated experience in high level relationships management, networking, influencing and negotiation skills.
Demonstrated understanding of contemporary health research approaches and ability to work with corrections, health and
various research organisations to research, evaluate and assess the efficacy of current health related programs.
7. Demonstrated experience in strategic and business planning and project management.
Desirable
1. Qualifications in a health policy or health related field.
2. Understanding of contemporary correctional services, legislative responsibilities and statutory obligations.
