The Principal Program Manager leads a portfolio of high-impact initiatives that advance Twilio's talent strategy and enable scalable, globally consistent people practices. Reporting to the Senior Director, Talent Management, this role operates as a strategic integrator, shaping and executing programs that enhance organizational capability, leadership effectiveness, and employee growth.

As a recognized expert in program management and change leadership, the Principal Program Manager defines frameworks, influences enterprise decision-making, and drives alignment across People, Business, and Executive teams to achieve long-term talent outcomes.

Responsibilities

Strategic Program Leadership

  • Shape and lead the end-to-end design, integration, and execution of global Talent Management initiatives that advance our skills-based strategy, retention of top talent, and high-performance culture.
  • Define scalable frameworks, tools, and governance approaches that ensure consistency, quality, and measurable impact across programs.
  • Anticipate future business and talent needs; propose new methodologies and solutions that increase organizational readiness and agility.

Enterprise Collaboration and Influence

  • Partner with senior business and People leaders to align talent programs with company strategy and drive adoption across organizations.
  • Synthesize input across functions to ensure alignment, mitigate risks, and accelerate decision-making for complex, cross-company initiatives.
  • Represent Talent Management in enterprise forums, providing expertise and thought leadership on program design, change management, and talent strategy.

Change Management and Enablement

  • Develop and implement structured change management plans for major initiatives. Assess organizational readiness and design tailored enablement strategies that build understanding, confidence, and sustained behavior change.
  • Create and deliver communications, enablement resources, and learning experiences that increase engagement and transparency.

Program Management and Measurement

  • Oversee all phases of program execution: defining scope, success metrics, timelines, and interdependencies.
  • Manage resources and risks to ensure commitments are met. Track and report progress and impact to executive stakeholders using data-driven insights.
  • Partner with People Insights and HR Tech teams to ensure measurement and reporting mechanisms capture business outcomes.

Required:

  • 12 years of experience in program management, organizational effectiveness, or related fields, with demonstrated success leading enterprise-scale people or talent initiatives.
  • Expertise in translating complex strategies into operational plans with measurable outcomes.
  • Proven ability to influence across senior leadership levels and navigate ambiguity with strategic judgment.
  • Strong communication, facilitation, and storytelling skills that engage diverse audiences and drive clarity in complex environments.

Desired:

  • Experience with skills-based or talent management transformation preferred.
  • Prior experience running projects with a global scope strongly preferred
  • Formal certifications in project management, change management, and/or organizational design a plus

Location

This role will be remote based in British Columbia, Ontario, or Alberta Canada.

Travel

We prioritize connection and opportunities to build relationships with our customers and each other. For this role, you may be required to travel occasionally to participate in project or team in-person meetings.

Compensation

The estimated pay ranges for this role are as follows:

  • Based in British Columbia. : $118,200.00-$147,700.00

The successful candidate's starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
