The role:

This role is responsible for developing, embedding, and sustaining best-practice Business Change capability across eHealth Queensland and the Hospital and Health Services. In collaboration with the Practice Manager, Business Change, it leads the design and implementation of frameworks, tools, learning programs, and facilitated support services that strengthen organisational change maturity and enhance delivery outcomes across programs and projects.

The Principal Business Change Officer, Capability Support provides high-level advice and leadership across Capability Support services, contributing to the design, implementation, and continuous improvement of initiatives that build workforce capability, consistency of practice, and effective change delivery aligned to Queensland Health's strategic priorities.

Key focuses for the next 12 months include the launch and embedding of the Facilitated Support service for Delivery Support Services (DSS) change initiatives, implementation of the Capability Support Service Framework, rollout of the Business Change Competency Framework and self-assessment tool, and continued enhancement of the Business Change and Stakeholder Management Frameworks, including associated tools, templates, and playbooks.

Are you right for this role?

To be successful in this role you will have:

  • Demonstrated experience leading and managing business change activities in large-scale, complex programs or projects, applying high-level knowledge of frameworks, methodologies, tools and standards aligned with global best practice, Queensland Health, and Queensland Government Enterprise Architecture policy requirements.
  • Proven ability to provide specialist advice, guidance and thought leadership in Business Change, engaging effectively with a wide range of stakeholders to influence outcomes, support strategic decision-making, and promote consistent, standards-aligned practice across multi-disciplinary environments.
  • Demonstrated ability to lead and deliver capability uplift initiatives and collaborative learning programs, such as the Business Change Community of Practice, Internal Development Programs, Digital Graduate Programs, and knowledge-sharing networks, ensuring alignment with strategic priorities, professional growth pathways, and emerging delivery needs.
  • Proven experience contributing to the development and continuous improvement of competency frameworks, practice maturity models, self-assessment tools, and high-quality learning resources, ensuring workforce capability development is measurable, contemporary, and aligned with global best practice.
  • Demonstrated ability to lead, support, and develop high-performing teams and individuals, fostering inclusive and collaborative environments, embedding new ways of working, and enabling professional development through mentoring, coaching, and aligned growth opportunities.
