Primary objective

Manage central period procurements and contracts for the construction of housing across various programs delivering in urban, regional

and remote areas and be the primary source of high-level advice in relation to contract management.

Context statement

The Housing and Land Servicing unit leads the delivery of housing infrastructure programs across urban, and remote areas of the Northern

Territory on behalf of the Department of Housing, Local Government and Community Development, which represents an annual

investment managed by the Department of around $400 million.

The unit also fosters collaboration between government and industry to support sustainable housing outcomes and culturally appropriate

service delivery with a focus on local decision making and aboriginal employment.

Key duties and responsibilities

1. Provide advice and be the point of contact for central period procurements on project compliance, improvement, and monitoring of

contractual documentation

2. Plan, monitor, conduct inspections and report on modular constructions and contractors in manufacturing facilities to ensure a high

level of quality construction and contract compliance.

  1. Participate in operational project planning to implement compliance reforms and implement change management processes, including

the development of policies, procedures, and guidelines, to support the implementation of contract compliance arrangements.

4. Contribute to and assist with assessing contract management plans and associated documentation with both government and

contractors for delivery of housing programs in urban, regional, and remote localities.

5. Actively participate in planning, information management, program and policy development and evaluation, and the delivery of

successful outcomes within a complex service environment, including identifying real and potential program risks and work

collaboratively to ensure the risks are actively managed and mitigated.

  1. Liaise with internal and external stakeholders to promote effective and timely communication, coordination and resolution of all

compliance issues.

  1. Contribute to the development of strategies and policies to provide advice and recommendations on the delivery of future housing

programs.

Selection criteria

Essential

1. Demonstrated experience in interpreting design and specifications to undertake housing construction inspections to ensure a high

level of quality is achieved and contract compliance.

  1. Experience and detailed knowledge of the housing building standards, including design, construction, project and contract

management.

  1. Highly developed communication skills in order to confidently speak in a public arena and prepare compliance document templates,

including negotiation and conflict resolution experience.

  1. Ability to positively engage with stakeholders in a culturally sensitive manner fostering an open, diverse and inclusive environment

whilst meeting contractual, legislative and program requirements.

5. Demonstrated ability to work effectively with minimal supervision, prioritise tasks to achieve multiple outcomes simultaneously,

exercise sound judgement, maintain confidentiality and promote the objectives of the program.

6. Demonstrated ability to respond positively to change with a commitment to ongoing improvement and professional development.

7. A current NT driver's licence or equivalent, and physical ability to drive 4WD vehicles for long distances, travel by various means

including by light aircraft, and preparedness to work for short periods in remote communities.
