Primary objective

Undertake road inspections for obstructions, audits on compliance, contract management of remediation works, and incident

management that are related to the operational function of the road network.

Context statement

Work as a team to prioritise, plan and deliver the outputs of the work unit that supports the Department of Logistics and

Infrastructure in achieving a safer and more efficient Northern Territory Government Road network.

Key duties and responsibilities

1. Attend incidents, organise temporary traffic management and assist police and emergency services where necessary to

ensure the safety of the road users and provide 24 hour emergency response service to incidents when rostered on call.

2. Implement policy relating to private advertising signs, abandoned vehicles, illegal accesses and report where non-

compliance is detected.

  1. Undertake contract management of period contracts, tier one and tier two procurements, including administration of

raising work orders, verifying work completion with evidence; and assist with contract monthly performance reporting.

4. Review and provide feedback on submitted Traffic Management Plans (TMPs), Traffic Guidance Schemes (TGS). Ensure

compliance of temporary traffic control at worksites with legislation, specifications and Australian Standards and guides.

5. Inspect the road network as required to monitor levels of service, identify and manage any road network related hazards

to ensure safety throughout the road network, and implement road restriction requirements as required.

Selection criteria

Essential

1. A relevant qualification awarded by an Australian institution, or equivalent; or relevant experience in a field of technical

work closely related to the duties of the role.

2. Current NT qualifications in Temporary Traffic Management or interstate equivalents.

  1. Ability to plan, program and coordinate work within a team and manage time effectively.
  2. Ability to work standard hours with staggered start times on a weekly roster (0630 and 0930 start times); and as

participate in an afterhours on call roster for emergency response.

5. High level knowledge of contemporary civil asset maintenance management principles, techniques, systems and

outcomes.

6. Sound communication skills both verbal and written, including negotiation skills and the ability to successfully work and

negotiate with stakeholders, contractors and the public.

7. Good IT skills, particularly in relation to database development and asset management systems use.

8. Current Driver's licence for a manual vehicle.

9. An ability to interact effectively with people from diverse cultures.

Primary objective

Undertake a leading role in the management of activities within the road reserve to oversee that the Road Network

Operations team ensures a safe and effective road network for all road users. The key activities undertaken by the unit

include road inspections for obstructions, audits on compliance, contract management of remediation works, and incident

management where is related to the operational function of the road network.

Infrastructure in achieving a safer and more efficient Northern Territory Government Road network.

Key duties and responsibilities

1. Provide sound forward planning and operational advice to senior management and project officers on road network

safety and aspects of road operational issues, e.g. temporary traffic management, incidents, spillages, Permit to Work

activities, development activities, public events and other compliance requirements in the road reserve.

  1. Review and provide feedback on submitted Traffic Management Plans (TMPs), Traffic Guidance Schemes (TGS'). Ensure

compliance of temporary traffic control at worksites with legislation, specifications and Australian Standards and guides,

manage process for abandoned vehicles, oversize and overmasts loads, special events and other road related issues or

activities.

  1. Contract management of road safety audits, temporary traffic management, vehicle recovery and street sweeping,

including raising work orders, checking completeness of works, checking invoices and authorising payments.

  1. Undertake and oversee network inspections and other tasks as required in both planned works and emergency or

unscheduled event occurrence; provide 24 hour emergency response services to incidents when rostered on call.

  1. Develop relationships with key stakeholder groups including industry associations, internal groups, Police and other

government departments.

  1. Take the lead on complex issues or matters related to the outputs of the unit; and assist less experienced team members

with application of guidance schemes and policies in carrying out the key activities of the work unit.

Selection criteria

Essential

1. A relevant technical certificate or equivalent qualification and / or relevant experience in a field of technical work closely

related to traffic management or working on roads.

2. Current NT qualifications in Temporary Traffic Management or interstate equivalents.

3. Proven ability to manage time effectively and lead resource coordination to achieve the daily outputs of the unit.

  1. Ability to work standard hours with staggered start times on a weekly roster (0630 and 0930 start times); and participate

in an afterhours on call roster for emergency response.

5. High level knowledge of contemporary civil asset management, maintenance and construction principles, techniques,

systems and outcomes.

6. High level communication skills both verbal and written, including negotiation skills and the ability to successfully work

and negotiate with stakeholders, contractors and the public, sometimes in difficult and confrontational circumstances.

7. Well-developed IT skills including word processing and spreadsheet software as well as project management and design

tools.

8. Current driver's licence for a manual vehicle.

9. An ability to interact effectively with people from diverse cultures.
