About the Business Unit:
Gaming and Liquor (G&L) advises the Minister for the Casino, Gaming and Liquor Regulation on the development and implementation of liquor and gambling legislation and regulation, major licensing processes, and on current and emerging gambling and liquor-related issues. The Business Unit is responsible for delivering and further developing the Victorian Government's strategic response to liquor and gambling issues and for developing and implementing the government's policy on the various gambling licensing processes. It is the primary government point of reference for industry, community and government on liquor and gaming issues. G&L works closely with a wide range of external stakeholders from industry, government and the community.
The Policy branch operates in a complex, fast paced, environment. This is a portfolio that considers economic and social factors, including public health issues, such as harm that can affect the Victorian community. It also considers factors affecting industry and its workforce. This is a challenging and intellectually stimulating role that requires a person with strong strategic capabilities and the ability to engage with a variety of people with a diverse range of views.
About the Role:
The role of Senior Manager - Liquor Policy will lead and inspire a small, high performing team to manage diverse, sensitive and complex policy projects, demonstrate effective leadership, stakeholder management and relationship building, provide strategic policy advice, and negotiate outcomes to deliver time sensitive work
Some of your duties will include:
- Leading policy development and key strategic projects relating to the liquor portfolio and other matters as directed, in consultation with colleagues across G&L, the Department and Victorian Government
- Managing and advise on whole of government and external stakeholder engagement processes for liquor and other policy and regulatory matters, including supporting reform and regulation priorities
- Leading consultation with and oversee established forums with the regulator, other departments and jurisdictions, industry, local government and community / advocacy sectors.

About You:
As our ideal candidate, you will possess:
- A record of accomplishment operating at a senior level leading complex and strategic policy projects, preferably with experience leading cross-government, legislative and/or regulatory processes
- Extensive experience in engaging with a range of stakeholders, preferably including people with lived experience of harm
- Sound strategic thinking and problem-solving skills combined with an understanding of how to work effectively across government
- A deep understanding (or an ability to quickly obtain an understanding) of the legislative, structural and policy issues related to liquor regulation.
Qualifications/Requirements:
- Completion of a relevant tertiary qualification in public policy, law, social science, public health, economics or business will be highly regarded.
