About the team

Contributed Assets plays a critical role in ensuring the infrastructure delivered by developers is safe, fit for purpose, and built to last. We are responsible for ensuring compliance of all developer-contributed civil assetsparticularly during construction and handover phases—across community-facing infrastructure such as transport networks, utilities, and open space.

Our team works across the full lifecycle of developer-contributed assets. From reviewing approved construction plans and conducting site inspections to coordinating handovers and managing defect rectification, we make sure everything is built right and ready to serve the community. We also provide technical expertise to support projects that align with the City's strategic goals, regulatory requirements, and industry best practices.

We shape the infrastructure that keeps the Gold Coast safe, connected, and thriving. Our work supports a wide range of unique development projects—from roads, stormwater and sewer systems to public open space and landscaped assets.

About the role

As part of the Contributed Assets Branch, you'll be actively involved in multiple stages of the construction process, using your skills and experience to help deliver developer-contributed infrastructure projects from pre-start through to completion.

Responsibilities include:

  • Provide expert engineering direction, oversight, and quality assurance to confirm that civil infrastructure constructed by the development industry meets the City's required standards, specifications, and long-term infrastructure performance expectations.
  • Ensure all civil works approved as part of a Development Approval (OPW) are constructed in accordance with the City of Gold Coast Land Development Guidelines (LDG), relevant conditions of approval, and applicable provisions of the City's Planning Scheme.
  • Represent City at construction site meetings, pre-starts, and statutory inspections, actively promoting compliance with City processes. Provide professional guidance to developers and contractors on addressing non-compliant or impractical designs.
  • Review and provide guidance on minor redesigns of approved engineering drawings to ensure alignment with approved landscape intent, engineering principles, and compliance with LDG requirements.
  • Provide recommendations and technical advice to the line leader regarding public civil infrastructure bonds, including adequacy, release, and compliance status.
  • Assess submitted as constructed QA documentation for civil infrastructure assets for compliance with the LDG and City requirements to ensure accurate asset handover and integration into City records.
  • Manage the City's compliance procedures relating to constructed civil works, including the review of engineering compliance submissions, bond assessments, and the procurement of associated rectification works where required.
  • Adhere strictly to all applicable operational policies, procedures, and guidelines to maintain consistency, transparency, and integrity in project delivery and compliance management.
    Provide support to the Senior Engineering Compliance Officer by assisting with complex technical assessments, stakeholder engagement, and resolution of non-compliance issues, as directed.

We're looking for people who have:

  • Solid construction or site management experience, ideally with a strong understanding of civil infrastructure delivery who can hit the ground running in a collaborative, fast-paced environment.
  • Proactive, detail-oriented, and confident in engaging a wide range of stakeholders to ensure projects progress smoothly.
  • A bachelor's degree in civil engineering, or equivalent knowledge and experience in construction management.
  • A current C Class Driver's Licence (unrestricted).
  • A current General Construction Induction (White Card).
  • Strong verbal and written communication skills
  • Proven ability to build and maintain positive working relationships.
  • A customer-focused mindset in all aspects of your work.
