As a Senior Procurement Specialist, you will play a pivotal role in driving best-practice procurement strategies for high-value, high-risk categories across the organization. This position focuses on fostering strong partnerships with internal stakeholders to ensure the acquisition of goods and services is executed efficiently, cost-effectively, and in alignment with the strategic objectives of the National Heavy Vehicle Regulator (NHVR).
You will report directly to the Manager – Procurement and Contracts within NHVR's Corporate Services Division, contributing to the delivery of robust procurement outcomes that support operational excellence and regulatory effectiveness.
Key responsibilities of this role are:
- Lead end-to-end procurement processes: sourcing, tendering, contract negotiation, supplier management.
- Develop RFX documentation and risk strategies.
- Ensure compliance with NHVR procurement governance, act as Probity Officer.
- Liaise with legal services for procurement matters.
- Advise stakeholders on sourcing and risk mitigation strategies.
- Plan and deliver procurement initiatives on time.
- Ensure purchases meet policy, cost, safety, and legislative standards.
- Drive continuous improvement and strategic transformation of procurement.
- Build strong relationships with internal and external stakeholders.
Skills & Capabilities
- Extensive procurement experience in complex organisations.
- Expertise in high-risk, high-value tenders and contract management.
- Strong supplier engagement and negotiation skills.
- Proficiency in Vendor Panel, D365, and data analysis.
- Excellent communication, stakeholder management, and customer service.
- Strong project management, analytical, and organisational skills.
- Ability to handle sensitive information with integrity.

About You
To be successful in this role you will possess:
- 7+ years in procurement roles.
- Degree in Supply, Procurement, Business, Commerce, or similar.
- Formal procurement qualifications (e.g., CIPS).
- Advanced Microsoft Office skills.
- Experience with modern procurement systems.
Highly Regarded:
- Project Management experience.
- IT category procurement.
- Knowledge of cybersecurity, data governance, and IT architecture.
