Natural Resources Access Regulator (NRAR) enforces the NSW water laws and offers guidance and education to help water users comply. We strive to be an efficient and effective regulator that celebrates and reflects the diversity of the community we serve. The Investigations & Enforcement team within NRAR is seeking to appoint a Manager Assessment & Operations in an ongoing full-time basis.

About You

The Senior Manager, Investigations and Enforcement coordinates the operations of the investigation region to achieve effective, efficient, transparent and accountable investigation and enforcement outcomes. The role provides expert advice on compliance and enforcement matters to the Director and other NRAR branches to support regulatory priority implementation, develop capability, inform policy development and risk management strategies. The Senior Manager, Investigations and Enforcement drives initiatives to ensure best practice and continuous improvement in the conduct of investigations and enforcement activities.

Key accountabilities of the role include:

  • Lead specialised, regionally dispersed investigation teams to deliver high-impact enforcement outcomes, managing contentious and high-profile matters with transparency and accountability.
  • Develop and implement agile resourcing strategies that balance workloads, budgets, and operational demands while supporting regulatory priorities and ensuring governance compliance.
  • Strengthen performance and culture by monitoring KPIs, driving continuous improvement, and embedding consistent best practice in investigations and enforcement.
  • Build and maintain strong internal and external stakeholder relationships to enable collaboration, risk-based decision-making, and provision of expert, strategic, and tactical advice to executives.
  • Represent NRAR in regional and professional forums to enhance enforcement engagement, communication, and public trust in regulatory outcomes.

Knowledge & Experience

  • Extensive experience in regulatory investigation and enforcement operations.

Essential Requirements

  • Tertiary qualifications in natural resource or environmental management or similar discipline, and/or relevant experience.
  • Intra-state travel requiring periods of being away from home.
  • NSW Class C Driver licence.
