The Natural Resources Access Regulator (NRAR) is seeking to appoint a Practice Lead within our Regulatory Capability team for a period of up to 12 months, with the possibility of extension or conversion to ongoing.
**About the Team**
The Capability Team, part of the Regulatory Excellence Branch at NRAR, is dedicated to building staff capabilities that help NRAR carry out its functions efficiently and effectively. Our small but passionate team works within a branch of talented regulatory specialists who champion improvements to the regulatory framework, provide assurance, drive continuous improvement of processes and systems, and enhance staff capabilities.
Our team follows NRAR’s professional development model, based on the 70-20-10 approach to learning. The Regulatory Capability team is responsible for delivering the 10% formal learning component. We also support leaders across the organisation in their efforts to facilitate the 70% on-the-job learning and the 20% collaborative learning, ensuring a well-rounded development experience for all.

**About the Role**
As a senior member of the Regulatory Capability team, you’ll collaborate with various parts of NRAR to analyse capability needs, develop bespoke learning and development programs, and ensure our staff have the skills and knowledge to excel in their roles. Your work will directly contribute to enhancing environmental regulatory outcomes by building capability, supporting professional development, and promoting staff wellbeing.
You will work with the team to develop and deliver new training programs in areas such as water and regulatory practice. You'll collaborate across NRAR to analyse capability needs and create tailored learning resources, while drawing on your knowledge and experience to support teams and individuals in enhancing their technical and regulatory skills, particularly in complex areas like investigations.
**About You**
We are looking for an individual with either a strong background in water regulation and experience managing complex compliance and enforcement activities, preferably within government regulation of natural resources or the environment OR operational, enforcement or compliance experience in a similar field/regulator. You enjoy passing on knowledge, are comfortable delivering training and have excellent communication skills, both verbal and written, adaptable to a wide range of audiences. Your time management and project management skills are well-developed, enabling you to meet deadlines and stay within budget while ensuring smooth project delivery.
**Essential Requirements**
- Tertiary qualifications (or equivalent) in one or more relevant fields such as learning and development, natural resource management, science, investigations or law.
- Current NSW Driver’s Licence and ability to travel throughout the state.
