Adelaide, South Australia CITB South Australia Full time $60,000 - $120,000 per year

Leverage your Administration, Program, or Operations Experience to Drive Training and Education Delivery for SA's Construction Workforce.

  • Newly Created Role at CITB
  • Competitive Salary + Onsite Parking
  • Great Workplace Culture and Team

About our Client:

The Construction Industry Training Board (CITB) is an independent, industry-led organisation supporting South Australia's construction workforce. CITB reinvests levy funds into training subsidies, skills development, apprenticeships, and career pathways to ensure a strong, skilled, and future-ready industry.

Working in partnership with employers, training providers, RTOs, and government, CITB delivers subsidised training programs with state-wide impact.

About the Opportunity:

As part of CITB's new Three-Year Training Plan, we have created two Program Management Lead roles to drive the operational delivery and quality outcomes of funded training initiatives across South Australia. Reporting to the Manager, Education and Training Pathways, one role focuses on our training portfolio, the other on education. Both require a dynamic, results-driven professional who can think critically, solve problems on the fly, and drive tangible outcomes in a fast-paced environment.

This is an exceptional opportunity for a high-energy go-getter from a VET, operations, administration, or program management background who thrives on accountability, enjoys working with multiple stakeholders, and has the leadership presence to influence outcomes without needing to be the most senior person in the room.

Key Responsibilities:

  • Drive end-to-end program delivery of training initiatives and funding programs that support workforce development and industry capability uplift.
  • Lead, coach and energise a small delivery team to consistently meet program performance targets.
  • Build and manage strategic partnerships with RTOs, GTOs and employers to ensure quality delivery and measurable outcomes.
  • Own compliance and performance monitoring, including budgets, reporting and adherence to VET standards.
  • Proactively manage risk, support audits, oversee contract management and champion continuous improvement.
  • Leverage data and insights to inform planning, identify issues early, and support strategic decision-making.

To be successful in this role you will have:

  • Proven program, administration, or operations management experience, ideally in a training, education or workforce development environment.
  • Strong leadership capability. You do not need to have managed large teams, but you must demonstrate the ability to influence, motivate and hold people accountable.
  • Critical thinking and problem-solving skills. You see around corners, anticipate challenges and act decisively.
  • High energy and a proactive, can-do attitude. You are someone who gets things done and does not wait to be told what to do.
  • Financial and reporting acumen with strong attention to detail.

It would be great if you also bring:

  • Understanding of the VET sector, ideally with RTO, GTO or training delivery exposure.
  • Experience with compliance, quality assurance and regulatory frameworks in a training or funded program context.
  • Tertiary qualification in education, training, administration, business or equivalent.
  • Certificate IV in Training and Assessment (TAE40122 or equivalent) or auditing credential.

Why you should consider applying:

We understand you may not tick every box, and that is okay. If you can demonstrate transferable competencies or experience from similar program management, operations or administration roles, and your application showcases the dynamic, results-driven profile we are seeking, we encourage you to apply. A genuine desire and ability to quickly learn the training and education sector is what matters most. If you are successful in progressing to the shortlist, we will discuss both the education and training portfolios specifically with you to determine which role you are best suited for experience.

Why Join CITB:

  • Help shape the future of South Australia's skilled construction workforce as part of a new direction for training and workforce development.
  • Be influential in training quality, compliance and workforce capability programs.
  • Work within a supportive, values-driven team environment.
  • Enjoy a role that blends leadership, program delivery, compliance, and strategic insight.
  • Flexible hybrid options, up to two days working from home following induction.
  • 0.8 or 0.9 FTE will be considered for the right candidate.
