Primary objective
The Senior Commissioning Officer works with other branch staff and external organisations to Mental Health Alcohol and Other Drugs
(MHAOD) service capacity across the Northern Territory (NT), and is responsible for reviewing, assessing and making recommendations
for funding of service providers.
Key duties and responsibilities
1. Work in effective collaborative partnerships and alliances with MHAOD service providers, stakeholders and the broader community
to develop new and expand existing services for clients with MHAOD issues across the NT.
2. Contribute to improving financial and performance accountability and reporting, grant management and achieving value for money
across a portfolio of external service providers contracted to deliver MHAOD services in the NT.
3. Develop, implement, monitor and review service agreements between the Department of Health and external MHAOD service
providers in an evolving environment.
4. Assess tender documentation and make appropriate recommendations relating to funding.
5. Review reporting requirements associated with complex grant funding, assess organisational risks; develop and implement strategies
to manage identified risks, and make recommendations about the release or recuperation of funding.
6. Through ongoing project and service monitoring and data analysis, provide high level advice and recommendations on the
effectiveness, efficiency and appropriateness of funded MHAOD services, service development trends and industry best practice.
Selection criteria
Essential
1. Well-developed knowledge of, or experience working within, MHAOD treatment and rehabilitation service providers and an
understanding of the complexities of the Non-Government Organisation (NGO) / Government interface and relationships.
2. Strong cross-cultural skills to work effectively in the multi-cultural health services environment.
3. High level experience in service development and commissioning in the health industry with a knowledge of contemporary contract
and grant management principles, MHAOD service models, and an intermediate level of excel proficiency and database development
and management.
- Experience assessing tender documentation and making evidence-based recommendations relating to funding.
- Highly developed oral and written communication skills, with demonstrated ability to produce high-level briefings and correspondence
based on current research and informed analysis.
6. Proven ability to develop and maintain strong relationships with a range of stakeholders and work collaboratively, including the ability
to effectively negotiate and resolve complex issues in an innovative way and to manage politically sensitive and confidential matters
to deliver successful system wide outcomes within a complex service system environment.
Desirable
1. Relevant tertiary qualification.
2. Knowledge of MHAOD policy frameworks and harm reduction measures in place in the NT.
