Primary objective
To drive change in practice of schools and flexible education program providers by designing tailored solutions, delivering training and
professional development, and developing tools and resources, guided by the Northern Territory (NT) Quality Standards Framework for
Flexible Education Programs.
Context statement
Engagement Programs, Policy and Performance is responsible for developing strategic, evidence-based, and data-informed initiatives to
support priority students, and students at risk of disengaging from education, with place-based approaches that are culturally appropriate,
and trauma informed.
Key duties and responsibilities
1. Lead the design of differentiated solutions in collaboration with schools and flexible education program providers to improve the
quality of flexible education provision to children and young people who are at risk of disengaging or are already disengaged in
education and learning.
- Provide expert recommendations, mentoring and guidance in the implementation of the department's policies relating to flexible
education provision.
- Drive cultural shift in schools and flexible education program providers to embed the professional standards outlined in the framework
in their everyday practices by delivering training, professional development, and fostering a community of practice.
- Lead the development and maintenance of a repository of resources relating to the implementation of the research underpinning the
framework, including planning and evaluation tools and best practice case studies.
- Coordinate system-level governance and management of the implementation of the research underpinning the framework, including
developing a monitoring mechanism and contributing to the secretariat duties.
- Build and maintain strong, positive relationships with a wide range of stakeholders including schools, corporate staff of the department,
other government agencies, and external organisations, to ensure effective implementation of the research underpinning the
framework.
Selection criteria
Essential
1. Extensive knowledge of education program management, research strategies and how to interpret strategic policy and to inform
decisions and recommendations to drive systematic change in educational practices.
2. Extensive knowledge and a high-level understanding of education legislation and departmental policies and procedures or the ability
to rapidly acquire.
3. Extensive knowledge of the challenges and barriers to student attendance and engagement, including up to date knowledge and
strategies and best practice for improving student attendance and engagement in education particularly within the NT context.
4. Highly developed communication and presentation skills, including the ability to tailor their language and style to appropriately deliver
online and face-to-face presentations to different audience and facilitate team professional learning activities.
5. High-level writing skills and demonstrated experience in developing different types of resources and materials, including program
reports, planning and evaluation tools, case studies, and executive correspondence.
6. Strong stakeholder engagement and consultation skills with the ability to identify relevant individuals across various business units and
agencies and negotiate with influence, including extensive knowledge of how to provide practice knowledge and policy expertise to
internal and external stakeholders.
- Sound judgement and initiative to take accountability and critically assess and independently resolve problems, including strong
resilience and flexibility, using highly developed organisational skills to independently manage multiple priorities while continuing to
meet critical deadlines and ensuring quality of work.
Desirable
1. Relevant tertiary qualifications in education, project management and/or youth diversion.
