The Department of Justice and Community Safety is seeking an SCC Workforce Capability and Capacity Lead to provide a critical role within Emergency Management Victoria.

About the Business Unit

Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices. The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.

Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

The purpose of the Operations Branch is to lead the emergency operational coordination and state operations in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.

About the Role

Some of your duties will include:

  • Manage and maintain workplace culture and practices that achieve EMVs strategic objectives, including:
  • contributing to the development and implementation of the annual business plan in line with the statement of direction and strategic priorities;
  • participating in the PDP process, ensuring goals are meaningful and measurable and compliance with all requirements;
  • contributing to a safe and healthy working environment for all staff and actively promote a positive and respectful culture across EMV;
  • maintaining compliance with all governance requirements.
  • Manage and contribute to organisational effectiveness that achieves EMVs strategic objectives, including:
    • contribute to the delivery of priority projects and tasks, ensuring flexibility to support evolving strategic and operational priorities;
    • accurately recording and timely processing of financial transactions, maintaining comprehensive documentation, and securing necessary approvals and authorisations;
    • foster cross-organisational collaboration by building effective relationships, sharing knowledge, and contributing to whole-of-government initiatives where appropriate.
    • support effective governance and compliance by leading and adhering to organisational policies and processes.
  • Lead and develop the SCC Workforce Capability and Capacity team, including the SCC shift planners, the rostering systems, the training and capability building of the SCC staff and surge.
  • Manage the rostering and planning of shifts within the SCC, on a 365-day basis, (assisted by personnel trained in the shift planning function over the periods of high activation) with a multi-agency focus.

About you

To be successful in this role, you will have:

  • Demonstrated experience in workforce management including team leadership, people management and capability development.
  • Significant demonstrated experience in workforce planning, capability development, and change management.
  • Significant demonstrated ability to provide strategic workforce advice to both peers and executive audiences.
  • Knowledge and understanding of Victoria's emergency management arrangements and policy environment.

Qualifications/requirements

  • Appropriate qualifications in leadership, policy, human resources management or workforce planning is highly desirable.
