EL1 Program Delivery Officer

A Commonwealth Government agency is seeking an experienced Program Delivery Lead to support the successful implementation of Australia's participation in a large programme supporting education initiatives.

This high-profile initiative requires a senior program delivery professional to strengthen delivery capability and governance. You will provide senior-level coordination, structure and assurance across the program lifecycle, supporting internal governance, vendor delivery of data collection activities, milestone management, and reporting rhythms.

Key Responsibilities:

• Provide coordination and delivery structure to the program, including reporting frameworks, milestone tracking, and risk/issue management.
• Manage relationships with vendors and delivery partners to ensure timely, high-quality delivery of contracted work.
• Support effective delivery oversight, including input into agency governance forums, internal briefings, and assurance documentation.
• Actively manage reporting to the agency PIAAC board, including preparation of documentation, materials and follow-ups.
• Liaise with key internal and external stakeholders, including the OECD and other government agencies, to maintain alignment and program momentum.
• Partner closely with the EL2 Technical Lead and project team to ensure integration between technical and delivery workstreams.

Key Capabilities and Experience:

• Demonstrated experience in leading large-scale, complex program delivery in government or data-related fields.
• Strong understanding of program delivery disciplines, techniques and tools – including risk management, governance, vendor coordination, and milestone tracking.
• High-level stakeholder management skills, with the ability to navigate layered and risk-conscious delivery environments.
• Strategic thinking and sound judgement, particularly in managing delivery complexity and supporting executive-level assurance.
• Ability to work independently while contributing as part of a collaborative multidisciplinary team.

Desirable:

• Background in public policy, social research, program delivery, or related domains.
• Familiarity with data collection or national/international survey programs (e.g. HILDA, Census, PIAAC).
• Experience supporting or operating within executive governance frameworks within the public sector.
