About The Role
This is an Ongoing role.The Senior Financial Analyst PFM will provide financial and budget management, monitoring and reporting on capital budgets across the Department, VIDA and its Portfolio Agencies.

In this role, you are responsible for providing comprehensive financial and budget management across portfolio groups, agencies, and senior management to ensure sustainable budget practices and effective risk management. You maintain the integrity of budget information in compliance with the Financial Management Act 1994, reconciling and updating financial data within departmental systems and DTF's SRIMS platform. You offer advanced financial expertise by advising senior management on complex financial issues that inform strategic decision-making and by reviewing key documents such as Cabinet submissions, funding proposals and reports for various committees and State Budget Papers.

You will work collaboratively as a trusted adviser, building strong partnerships across the Department and portfolio agencies to ensure timely, accurate, and high-quality budget and reporting outcomes. Your role also involves providing detailed month-end financial reporting, variance analysis, and commentary to support informed management decisions. Additionally, you contribute to improving the overall effectiveness, efficiency, and financial capability of the Finance Division by sharing expert knowledge, enhancing consolidated portfolio reporting, and strengthening stakeholder financial management skills. Other duties may be undertaken in line with classification and capability requirements under the Public Administration Act 2004 (Vic).

To be successful in this role, an ideal candidate will demonstrate:

  • Management Accounting (Accomplished): Develops and implements complex financial information into consumable reporting mechanisms to support decision-making.

Qualifications And Experience
Desirable

  • Specialist Qualifications: Finance or Accounting degree and/or professional qualification such as CA or CPA is highly desirable.
  • Understanding of government: Strong working knowledge of key processes involved in government budgeting and finance and delivery of government business including preparation of Cabinet submissions.
