The City of Port Lincoln is seeking a Fulltime Community Safety Officer to provide the efficient and effective delivery of high-quality regulatory services in animal management, parking, marina surveillance and general inspection.
How does this Position contribute to our Community?
- Support the Regulatory Services team to ensure our Community feel safe in their neighbourhood.
- Educate the Community about parking requirements to ensure the City is accessible and safe.
- Provide Marina management and monitoring services to ensure a safe, environmentally friendly and compliant environment
- Provide support to with Dog & Cat management in the Community
- Provide advice to our Community on Local Nuisance and Litter Control to ensure they are informed on their responsibilities.
- Be the face of Council and engage with our Community by providing valued Council services.
What does this Position do?
The Regulatory Services team are Council's ambassadors, providing a range of high-quality regulatory services to our Community. Our customers are at the heart of our service and the team are committed to building the safety and wellbeing of our Community.
This position is an important role in the Regulatory Services team and will require:
- Promotion, education, and enforcement of Council's regulatory services including; marine safety and surveillance, animal management support, parking, and general inspection responsibilities (e.g. litter and nuisance, permits, fire and emergency services).
Key Objectives
- Provide the efficient and effective delivery of high-quality regulatory services in animal management, parking, marina surveillance and general inspection.
- General Inspectorate responsibilities include the provision of services including but not limited to the following:
- Litter and Nuisance
- By Law permit inspections and approvals
- Marina Wharf surveillance
- Enforcement of all relevant legislation including determining appropriate action, taking statements, preparing correspondence and reports, and initiating legal proceedings where necessary
- Interpret and apply Acts, Bylaws, regulations, and policies relevant to the role
- Prepare and process expiation notices including uploading of expiations, processing reminder and final notice, Fines Enforcement Unit notifications and general maintenance of expiations in accordance with Expiation of Offences Act. Provide site surveillance in the Marina to ensure commercial fishing compliance
- Provide operational and maintenance activities support within the Marina
- Use appropriate judgement to make decisions on expiation appeals in accordance with Reviewing Expiation Notices Guidelines within applicable delegations
- Contribute towards the promotion of the image of the Council and maximise good public relations
- Keep abreast of legislation updates, best practice, current work trends, identify opportunities and take action for improving the provision of regulatory services
- Deliver educational programs to increase awareness and promote community safety
- Assist with legislation under the Dog and Cat Management Act including seize, impound, and record any stray, lost or dangerous dog
- Implement and monitor programmed parking services aligned to the Road Traffic Act 1961 and Australian Road Rules
- Provide high quality customer service to City of Lincoln's external and internal customers in relation to Regulatory Services, in accordance with relevant legislation, Council's strategies, policies procedures and determined service levels
- Build positive relationships with internal and external customers and partners, general public, other Councils, and other levels of Government
- Resolve requests and complaints received through Council's Customer Service Request System and respond to requests in a timely manner
- Investigate issues and make recommendations regarding action required to resolve them
- Respond to written requests for information ensuring responses are accurate and timely
- Reporting of incidents, near miss, injuries, property damage and identified hazards
- Take reasonable care to protect their own safety and the health and safety of others
- Follow reasonable instruction on health and safety and injury management
- Actively participate in training and WHS programs as required
- Be available for the after-hours roster during weekdays and weekends
The following knowledge, skills, qualifications, and work experience are essential
- Hold an unencumbered Australian driver's licence
- Well-developed oral and written communication skills, including the demonstrated ability to negotiate and resolve conflict, and work effectively in a team environment under minimum supervision
- Sound analytical and problem resolution skills
- Ability to think logically and creatively to quickly understand the implications of problems
- Use sound judgement and diplomacy when handling difficult situations
- Time management and prioritisation of workloads
- High levels of initiative and ability to work with minimal supervision
- Knowledge and understanding of the use of personal computers and Microsoft Office Suite
The following knowledge, skills, qualifications, and work experience are highly regarded but not essential
- An understanding of and experience working in local government
- Certificate IV in Local Government Regulatory Services
- Ability to maintain good customer relations in a regulatory environment
- Experience and/or understanding of Records Management Responsibilities and Practices within local government
- Demonstrated experience in dog handling and behaviour management
- Working knowledge of the legislation, regulations, by laws and typical policies relevant to the position, in particular:
- Dog and Cat Management Act
- Australian Road Rules
- Road Traffic Act
- Local Government Act
- Local Nuisance and Litter Control Act
- Council By-Laws
- Expiation of Offence Act
- Fire and Emergency Services Act
- Environment Protection Act
- Other relevant and related legislation
- Work Zone Traffic Management
- Ability to provide good customer service in an environment where customers may be aggrieved
- Experience in preparation of letters and documentation which meet the required standards in a regulatory and customer focused environment
- Working knowledge of summary court procedures and the requirements with respect to presentation of evidence
- Broad knowledge of the roles, services and functions provided by Council
Key performance indicators
- Customer requests and complaints are responded to in a timely manner as per Council's policies and procedures
- Records are entered and kept up to date in Councils records keeping system
- Detailed notes are kept of all customer interactions
- Ensure identified WHS responsibilities are being undertaken within required times
- Position related KPI's will be set between employee and the manager
