The
Trade Measurement Services
Section*
(TMS) within the LMB has oversight and is accountable for the operational delivery of various risk based national compliance program plan activities which are developed by the branch using Inspectors. This work requires delivery of quality inspection and audit activities at a wide range of business premises to support the annual compliance plan objectives.

As an outcome of these activities, inspectors communicate with traders checking for compliance with the National Measurement Act 1960 Cth . Where non-compliance is detected, inspectors may initiate various forms of regulatory responses, ranging from issuance of non-compliance notices, through to preparation of briefs of evidence for more serious offences.

The opportunity
Reporting to the Assistant Manager, Trade Measurement Services, Senior Trade Measurement Officer, is accountable under broad direction to undertake very complex work that delivers quality outcomes from trade measurement services functions of NMI.

The position will be responsible for effectively leading a geographically dispersed team with reasonable autonomy and accountability, and monitoring their team in accordance with the accountable leadership manual.

It is essential that anyone assigned the duties of Senior Trade Measurement Officer, Trade Measurement Services holds the relevant qualification namely Certificate IV in Government (Trade Measurement) and Certificate IV in Government (Investigations) as prescribed by the National Measurement Act 1960 and any regulations made under that Act, for appointment as a trade measurement inspector.

*What You Will Do*
The successful candidate will undertake work that is of a complex nature, working under limited direction with reasonable autonomy and accountability. You will supervise a team to deliver quality outcomes from Trade Measurement Services functions of NMI.

As The Successful Applicant You Will:

  • leading and mentoring trade measurement staff;
  • establishing local inspection priorities to meet the compliance targets provided by the National Workplan;
  • planning, implementing, monitoring and reporting on the centre's compliance programs by co-ordinating and conducting inspections of traders, packing houses and licensees to assess compliance with trade measurement legislation;
  • negotiating, liaising and providing high level technical/specialist advice to internal and external stakeholders, including regional management, licensees, equipment owners/suppliers and manufacturers, State/Territory and local government as required;
  • investigating breaches of trade measurement legislation of a complex or highly sensitive nature, and where appropriate, prepare briefs for enforcement actions;
  • educating stakeholders including licensees and measuring instrument operators;
  • assisting with the development and implementation of proactive compliance strategies, plans, and specific initiatives and campaigns in line with the National Workplan;
  • supervising the professional development and mentoring of staff;
  • coaching and supporting Assistant Trade Measurement Officers in both a field situation and a remote learning environment.

Eligibility
Applicants will be required to possess a current Australian driver's licence and demonstrate their attainment of:

  • Certificate IV in Government Investigations (or equivalent)
  • Certificate IV in Trade Measurement (or greater)
  • A qualification that demonstrates appropriate knowledge or experience to be appointed as a Trade Measurement Inspector under section 18MA of the National Measurement Act 1960.

Whilst not mandatory, a Certificate IV in Training and Assessment, experience in leading a team operating in a regulatory environment and possession of, or capability to quickly obtain, First Aid and CPR certification are highly desirable.

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

The successful applicant will be required to undertake inter and intra-state travel of approximately 8 weeks* [32 nights*] annually, with overnight absences away from home for periods of up to a week at a time. Some out of hours work may also be required.

The successful applicant will gain exposure to a wide variety of businesses with potential to contain varying workplace environmental hazards. In accordance with activity risk assessments, policy and/or health recommendations associated with some of our activities, vaccination against hepatitis A and B, tetanus and other viral pathogens may be required.

To support the ongoing health and wellbeing of our employees in monitoring effects of varying workplace environmental hazards, the NMI may require the successful applicant undertake periodic health checks to monitor the risk.
