The Department of Justice and Community Safety is seeking a
Strategic Advisor
to provide a critical role at the Dame Phyllis Frost Centre.

About The Business Unit
The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system.

CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour.

CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of prisoners and the community-based supervision of offenders.

As part of the CJS group, the Dame Phyllis Frost Centre (DPFC) is a 694-bed maximum-security facility for female offenders located within the West Metropolitan Area, Department of Justice and Community Safety.

About The Role
The Strategic Advisor will provide high level advice and support to the General Manager, Dame Phyllis Frost Centre. They will be responsible for the analysis, identification, interpretation and recommendations for identified issues, complex project work and related tasks on behalf of the General Manager. The role will also support the General Manager in the delivery of Corrections Victoria's reform agenda, aligned with the Vision and Mission.

Some Of Your Duties Will Include

  • Provide high level, strategic support to the General Manager to contribute to the safe operations of DPFC.
  • Provide authoritative advice, guidance and feedback to members of the Leadership Team on work products submitted to the General Manager for approval, including advice on appropriate legislative, recruitment and financial delegations.
  • Manage the workflow within the Office of the General Manager and identify efficiencies within the Leadership Team.

About You
To be successful in this role, you will have:

  • Significant experience in the development and introduction of reform projects in complex workplaces, where there are stakeholders with varying requirements. Experience of custodial workplaces would be an advantage.
  • Demonstrated knowledge of regulatory operational environments including, but not limited to, legislative and compliance obligations, safety, industrial requirements, structured day, and case management.
  • Experience in the management or monitoring of significant or complex projects, programs or policy initiatives.
  • Strong conceptual and analytical skills with ability to analyse complex operational, regulatory, policy and legal issues.
  • Strong verbal communication to negotiate firmly and tactfully in complex situations with senior stakeholders, facilitating collaboration and negotiating effectively to meet organisational objectives.
  • Strong written communication including the ability to develop project plans, policy advice, and briefs on highly complex issues.

Qualifications/requirements

  • A tertiary qualification or experience in project management and/or change management is highly desirable.
  • Previous experience in the public sector, preferably in justice and/or community service-related environment.
