The division innovates with communications approaches to support organisational, cultural and behavioural change that achieves safe, sustainable and integrated transport and land use outcomes for Victoria.
About the Role
The Victorian Government is improving accessibility, safety and comfort across the public transport network to ensure every Victorian can get to where they need to go - particularly people with disability.
With preparations for the Metro Tunnel well underway and planned deployment of new Next Generation Trams (NGTs) across the Tram network, this role will oversee communications and community engagement for critical tram stop upgrades designed to make sure all Victorians can enjoy the benefits of Melbourne's world-class transport system and supporting the State to comply with Commonwealth Disability Standards for Accessible Public Transport (DSAPT).
- Communicate with Impact - identifies key messages and information required for decision-making; Provides high level advice on influencing and the needs of target audiences; Provides advice on the content and style appropriate to the audience.
- Project Delivery - Defines tasks to be delivered to meet agreed outcomes; Coordinates and guides others in the execution of work activities; Monitors progress of tasks against plans and takes corrective action when required.
- Political and Organisational Context - understands issues and pressures to which the organisation has to respond; Understands the reasons behind the organisational climate and culture.
- Working Collaboratively - guides others to create a culture of collaboration; Identifies, and works to overcome, barriers to knowledge or information sharing; Identifies opportunities to work with other teams to deliver outcomes.

Position Outcomes
- Comprehensive understanding of projects and programs - partnering with DTP and Operator project and communications teams to gain a deep understanding of each project/program within remit, including location, stakeholders, issues and risks to provide context for communications and engagement planning.
- Development and delivery of communications and engagement plans - develop and deliver high level comprehensive plans that effectively analyse stakeholders, define messaging and channels, reflect potential issues and propose mitigations within outlined timeframes.
- Genuine engagement - develop effective relationships with key internal and external stakeholders to understand broader policy and localised issues. Ensure that engagement with stakeholders and the community is timely, appropriate and transparent to build a high level of trust for DTP and Transport operators.
Qualifications and Experience
- Mandatory - An appropriate tertiary qualification or equivalent experience in engagement, public relations, communications, education or a similar discipline.
- Desirable - Experience designing and implementing communications and engagement programs using IAP2 methodology. International Association for Public Participation (IAP2) or similar qualification. Experience as communications / engagement specialist supporting infrastructure project delivery.
- Role Specific Requirement - Ordinary Hours of Work - During infrastructure works, this position will be required to work outside regular business hours, including being on call and some rostered Saturday, Sunday, Public Holiday, and/or afternoon/night shifts.
