The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch and Section**:
The ABF College designs, develops, delivers and evaluates national training programs to ensure frontline ABF officers develop and maintain the right skills to do their jobs lawfully, safely and effectively. This includes:

- Analyzing learning needs for the ABF
- Designing and developing fit for purpose, often complex adult learning solutions
- Engaging with internal and external stakeholders throughout the Analysis, Design, Development, Implementation, Evaluation (ADDIE) cycle to gain all relevant governance and legal approvals required for the implementation and maintenance of training packages
- Evaluating delivery and learning packages in line with governance frameworks
- Quality assurance, maintenance and ongoing review of existing packages
- Administrative functions in the Department’s learning management system (LMS).

**About the role**:
Learning and Development Officers contribute to the management and delivery of learning projects using the ADDIE model, from initial request through to evaluation and maintenance. They are effective communicators who are passionate about learning and committed to the continuing development of the ABF Workforce.

A number of permanent vacancies exist in Canberra, Brisbane, Perth, Sydney and Melbourne. This recruitment round may be used to fill potential future vacancies.

The ABF College is seeking learning and development professionals who:

- Has a strong background in designing, developing or evaluating learning programs
- Can work effectively in a national team
- Has experience with rapid authoring elearn tools, ie Articulate software
- Has experience working in a Learning Management System (LMS).

**Specific duties/responsibilities**:

- Contribute to the design, development, review and continual improvement of specialist and foundational training material, curriculum content, learning outcomes and improvement procedures for competency
- Assist in setting priorities and ensure quality of outputs for the work area
- Action tasks to achieve short-term objectives
- Perform quality assurance of risks and treatments for area of responsibility
- Support relationships with internal and external stakeholders to achieve work area and agency goals
- Develop and/or manage stakeholder relationships and provide advice where necessary
- Facilitate business support activities for team and other work areas, report any identified risks and suggest appropriate courses of action to meet stakeholder needs
- Coordinate resources, monitor and record all training
- Provide technical support relating to the LMS that contributes to business unit outcomes, including but not limited to:

- Provide support to the day-to-day and ongoing operation, analysis and administration of the LMS;
- Investigate and use information from various sources to aid in the understanding and development of solutions within the LMS;
- Identify improvements to LMS processes and to proactively bring these opportunities to management;
- Run LMS reports on an ad-hoc basis or periodically to support business outcomes and provide relevant data sets to support reporting and decision making;
- Provide administration support to the wider Branch, as required.

**Role requirements/qualifications**:

- Certificate IV in Training and Assessment (TAE) or the ability to obtain one.
