The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The positions are part of the Workforce Capability Section in the People Services Branch. The People Services Branch drives and delivers human resource (HR) services for the Department specifically, in relation to:
- Employee conditions and relocations
- Culture, diversity and inclusion
- Learning and development services
- Rehabilitation and compensation management
- Workforce capability.
The Workforce Capability Section supports the Department by providing expert advice and support services to management and staff in relation to performance management, managing underperformance, complex staffing matters, preventing and addressing inappropriate workplace behaviour and terminations under s29 of the _Public Service Act 1999_ (excluding conduct). The Section is also responsible for delivery of the Department’s Awards and Recognition Framework including the length of service, retirements and all informal and formal awards.
**About the role**:
The positions provide specialist technical advice and coordination of complex staffing and HR matters. The positions also undertake additional activities, including:
- Delivering targeted training and presentations
- Analysing data to identify trends and hot spots
- Providing one on one coaching and advice to managers dealing with complex staffing issues.
These positions require someone with sound judgement and strong case management knowledge. They will need to be capable of delivering tailored and often complex advice and to collaborate with managers and employees at all levels to assess, resolve and finalise case management staffing matters. The positions require someone with strong communication skills both written and verbal.
**Specific duties/responsibilities**:
- Supporting staff and managers in responding to inappropriate workplace behaviour
- Providing advice, assistance and case management of formal complaints of inappropriate workplace behaviour, complex staffing matters, inclusive of termination under s29 of the _Public Service Act 1999_ (excluding conduct_)_
- Providing support and case management to stakeholders throughout the performance management, managing underperformance or termination of employment processes under s29 of the _Public Service Act 1999 _(excluding conduct)
- Maintaining the national HCO network, arranging regular network meetings, provide routine advice to HCOs and providing statistical reports
- Maintaining records and preparation of more complex written materials necessary to facilitate or coordinate the above functions.
**Role requirements/qualifications**:
- Demonstrated understanding of human resource functions and related legislation
- Effective communication and stakeholder management skills
- High level written and verbal communication skills
- Conduct research, data analysis and fact finding enquiries to draw conclusions and make evidence-based recommendations and findings
- Work independently or under limited guidance to deliver quality outcomes
- Strong personal drive and enthusiasm, excellent attention to detail, sound judgement and the ability to work effectively as part of a geographically dispersed team.
