**The Role**
Provision of policy and budget advice specific to the Skills and Training Group within DEWR.

Reporting to the Deputy Secretary’s Office.

**Skills and Capabilities**
We are seeking a small team of individuals with the following skills and capabilities to develop strategic policy and budget advice to the Skills and Training Group executive. The team will report directly to the Deputy Secretary Skills and Training Group and be responsible for:

- Provision of strategic whole-of-group advice on budget matters and fiscal settings to internal stakeholders, including the Executive and portfolio Ministers
- Co-ordination of key budget submissions and publications
- Support building of capability in budget process and frameworks through the Skills and Training group
- Liaison with internal stakeholders, portfolio entities and central agencies on budget matters

Responsibilities of an
**APS6 **Program Officer may include:

- Assist in the provision of strategic advice on budget matters and fiscal settings to internal stakeholders, including the Executive and Minister
- Assist in the co-ordination and development of key budget and policy documentation including new policy proposals, costings and whole of Group narrative
- Assist in preparation of ministerial submissions and correspondence relating to Skills and training budget matters and ad hoc policy issues
- Liaising with internal stakeholders, portfolio entities and central agencies on budget matters.
- Supporting the development and implementation of work/ project plans, workforce strategies and strategic plans

Responsibilities of the
**Executive Level 1** may include:

- Drafting and coordination of budget and policy development documents
- Engaging with internal and external stakeholders, including policy and program teams as well corporate areas across the Skills and Training Group
- Engaging with internal and external stakeholders, such as policy and program management teams and corporate areas internal and external to DEWR
- Working collaboratively across the department and with external stakeholders to develop strategic policy and advice and undertake data analysis, reporting and evaluation
- Overseeing and influencing performance at organisation, program and system levels

Responsibilities of the
**Executive Level 2** may include:

- Leading the Group’s strategic approach to Budget, including development and coordination of requests across the Group and department
- Overseeing the development of various briefing materials including New Policy Proposals and associated costings for the Minister, Secretary and other senior executive
- Reviewing and supporting the development and implementation of work / project plans, workforce strategies and strategic plans
- Fostering team and Group capacity in policy development and Budget processes
- Support capability in budget process and frameworks, including through the delivery of training and capability sessions in the department
- Leading and inspiring a small team to deliver strong results in a changeable and dynamic environment.

**The Opportunity**
This position is available to Ongoing Department of Employment and Workplace Relations and/or APS employees as a temporary transfer at level and/or a temporary performance (Acting) opportunity for a period of 6-12 months.
